QUALIFICATIONS
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
GS-09:
Specialized experience: One year of specialized experience equivalent in responsibility and scope to at least the GS-08 level in federal service which includes experience conducting construction site observation or drafting inspection or construction reports.
OR
Education: Two years of graduate level education or Masters degree in an appropriate field of engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.
OR
A combination of specialized experience and graduate education.
GS-10:
Specialized experience: One year of specialized experience equivalent in responsibility and scope to at least the GS-09 level in federal service which includes experience conducting construction site observation and drafting inspection or construction reports.
GS-11:
Specialized experience: One year of specialized experience equivalent in responsibility and scope to at least the GS-10 level in federal service which includes experience reviewing and finalizing inspection or construction reports; conducting construction site observation on water facilities; and coordinating construction projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 10/31/2024.
EDUCATION
This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Responsibilities:
DUTIES
- Develops, prepares and reviews plans, specifications, and cost estimates for proposed/ongoing construction projects.
- Reviews designs for compliance with current industry standards, ensuring designs fit field requirements and suggests modifications when issues are identified.
- Conducts inspections and assessments of facilities, buildings and constructions sites.
- Technically monitors work for compliance with contract requirements and specifications.
- Utilizes databases to maintain engineering data and records ensuring data and records are properly collected, stored, updated and maintained.
