Description:

GENERAL SUMMARY:

The English Language Training (ELT) Manager is responsible for the overall operation, managerial leadership and strategic direction of training programs offered to adult English language learners. The ELT Manager ensures that programs produce educational improvements for all assigned students and that these programs attain or exceed the performance outcomes as determined by relevant funding sources. The ELT Manager supervises and coaches a team of English language and cultural orientation instructors as well as a team that provides childcare while parents are attending on site activities. The ELT Manager, as a member of the Migration and Refugee Services (MRS) management team, participates in and contributes to strategic planning and implementation of department wide objectives.

EDUCATION AND EXPERIENCE:

BS in Education or related field.
Must have 5+ years of relevant experience particularly in serving English as a Second Language learners and adult education. Supervisory experience is also required.

  • Demonstrated good communication skills to successfully interact with colleagues, clients, volunteers, and service providers in a multicultural environment and with individuals with limited English speaking ability.
  • Demonstrated strong organizational, leadership, financial, problem-solving, decision- making, negotiating, and management skills.
  • Demonstrated ability to work in a multi-cultural environment.
  • Second language capability desirable, but not required.
  • Must be able to represent Catholic Charities in a positive manner in dress and presentation when meeting community members and demonstrate good networking skills.
  • Must be comfortable in large and small groups, meeting new people, public speaking, and developing long-lasting relationships within the community.
  • Must have strong writing skills and the ability to read, analyze, and interpret policies, rules, and regulations to ensure programmatic and fiscal compliance.
  • Must have valid driver’s license and personal transportation.
  • Must be able to work under pressure and handle stressful situations.
  • Must be proficient in PC skills including Microsoft Office, Excel, Outlook, and Internet research.
  • Must be able to maintain confidentiality of information.
  • Must demonstrate self-confidence, initiative, flexibility, good supervisory skills, and a high degree of professionalism.

Responsibilities:

  • Manages adult English Language program by overseeing intake testing, roster composition, curriculum, and follow-up testing as it relates to instruction
  • Manages process to complete and submit documentation of services for eligible clients enrolled in public benefits and cash assistance programs.
  • Supervises Administrative Assistant.
  • Supervises ELT Coordinator in their leadership of the team of ELT instructors.
  • Manages cultural orientation and adjustment classes.
  • Supervises instructor and manages supplemental programs for Adult English Language learners including computer instruction and drivers’ education.
  • Manages childcare programs offered for children of participants. Supervises instructor(s).
  • Works with granting agency programmatic staff to ensure compliance with grant expectations. Ensures that relevant paperwork, case documentation and assigned reports are completed in a timely manner.
  • Contributes to grant applications and service plans.
  • Develops and manages evaluation methods to assess program and staffing strengths, identify areas of improvement, and takes necessary steps to address issues.
  • Provide effective leadership in developing and implementing comprehensive programs and curriculums that promote early employment and financial self-sufficiency for all enrolled students.
  • All other duties as assigned by the Director of MRS
