Description:

The Environment, Energy and Sustainability Manager will be the lead environmental and energy specialist for the Trust, to ensure compliance with legislation, codes of practice and mandatory standards in the fields of general environmental management, energy management, and waste management.
Working with utmost autonomy, the post holder will lead on decarbonisation of the service in line with government directive, and to support transformation change to meet challenging carbon reduction targets.
Playing a key role in identifying the emerging environmental, energy and waste issues, the post holder will be responsible for developing environmental strategies and programmes of work and will manage innovative opportunities to introduce new technology where appropriate, to be the lead advisor to the service.
The post holder will be responsible for delivery of the Trust’s strategic and operational approach to energy management services, working in close partnership with Trust colleagues, commercial partners and service providers, the post holder will identify and implement opportunities to reduce emissions, energy consumption and cost
The post holder will use specialist environmental knowledge in order to achieve legal compliance with all applicable environmental legislation.

Communication & Relationship Skills

Form part of project team’s when developing the programme of improvements as part of the Estates SOP;

  • Liaise with the Trust’s Heads of Services, Estates Department, Fleet Department, Programme Management Department, consultants and contractors to ensure WAST complies with environmental, and waste management legislation, national codes of practice and the Trusts procedures.
  • Provide training around environmental and waste management to colleagues across the Trust.
  • Nurture key relationships and maintain networks internally and externally, including national network.
  • Encourage effective communication and reporting of incidents relating to environmental management
  • Advise colleagues across the Trust on best practice and benchmarking on environmental issues.
  • Advise colleagues across the Trust on appropriate KPI’s and targets for environmental issues.

Management lead Advise on the Environmental Management System to secure and retain the Trust’s accreditation under ISO 14001.

  • Advise the Trust and procurement advisors on the selection of products from sustainable resources, therefore, encouraging contractors and suppliers to become environmentally orientated.

Analytical & Judgemental Skills

  • Proactively monitor and manage energy and fuel consumptions with the Senior Estates Team and National Fleet Manager, and undertake complex analysis, set consumption targets and monitor and report on progress. Develop the Estates CAFM system to collate, analyse and manage energy data to allow for periodic reporting including the development of an Energy Dashboard
  • To ensure that statutory & best practice obligations in relation to energy management and sustainability are fulfilled. Areas of focus include, but not limited to; environmental legal compliance, Energy Efficiency, UK ETS, sustainable design and construction, carbon and Net Zero strategy, energy efficiency auditing, monitoring and evaluation, budget management, communication and energy management policies and protocols.
  • To investigate and review incidents and near misses which involve the environment and handling of waste, making any necessary recommendations.
  • Analyse activity data reports in connection with all aspects of the handling of waste.
  • The post holder will identify environment and waste training requirements by staff discipline.
  • Undertake complex analysis of energy and waste statistics to enable reporting through the Trust’s governance processes.

The post holder will be responsible for reviewing and assessing environmental and sustainability requirements for the Trust’s estate, making recommendations and developing a plan to negotiate/amend to assist the Head of Estates and Facilities Management in further negotiations.

Planning & Organisational Skills

  • Develop a national action plan to reduce carbon emission by 16% 2025 with an additional 34% by 2030.

Work collaboratively with the Capital team to ensure project compliance, manage risk associated with environmental and sustainability matters, and develop a risk awareness culture.
Perform the role of Contract Administrator for specific projects associated with decarbonisation, and ensure all contract instructions/variations are identified and managed within a change control procedure, including obtaining approval for any cost increases prior to authorising variations.
The post holder will assist the Head of Estates and Facilities Management in the development of operational services consistent with Corporate and Directorate Objectives
Establish appropriate planning processes to ensure Trust buildings are compliant with Welsh Government directives.

To plan environmental work schedules for WAST buildings.

  • Undertake appropriate risk assessments in relation to Trust assets.

Policy/Service Development
Support Directorate heads to achieve decarbonisation actions required as per Government directive.
Engage in the development of an environmental policy and supporting strategies, procedures and guidelines relating to environmental management.
Develop and implement a communications strategy relating to environmental management.
Maintain and use specialist knowledge to influence the Trust’s long-term environment and energy strategy, policy and management systems including agreeing and setting annual environmental and energy objectives and targets.

Use the Building Management Systems (BMS) effectively to ensure optimal energy performance of our existing and future estate

  • Ensure compliance with, develop and review the Trust’s Environmental and Waste Policies to reflect changes in legislation, practices and procedures.
  • Be aware of and update the Trust on all aspects of waste legislation and codes of practice including Local Authority programmes, highlighting implications for the Trust.
  • Document and implement both new practices and improvements to existing practices, guiding the development of the Environmental Management System accordingly.
  • Be responsible for the preparation and implementation of a national recycling strategy for the Trust.
  • Monitor and review methods of handling, transporting and disposing of waste and make recommendations for change as appropriate

Financial & Physical Resources

  • Contribute to reducing the operating costs of the Trust’s estate by defining a programme of work to improve energy usage and implement waste reduction initiatives.
  • Manage the environmental and sustainability budget efficiently

Responsibility for Human Resources

  • Line management responsibilities for both internal substantive posts and also external agency support.
  • Develop an environmental training programme.
  • Advise on maintaining staff training records in compliance with the Environmental Management System.
  • Facilitate awareness raising workshops for Trust staff.
  • Undertake specialist environmental training sessions for Trust staff.
  • Audit training records held on environmental issues.
  • Support Human Resources and Department Heads on the timetabling of induction and training programmes.
  • To assist and support Trust management to encourage an organisational culture where all staff see environmental issues as business as usual and encourages the use of initiative in the safe handling of waste.

Responsibility for Information Resources
Responsible for the development and implementation of the Trust’s Environmental Management System with a view to obtaining and retaining the ISO 14001 accreditation.
Produce multi-faceted statistical environment and energy reports around performance on a monthly basis.

Research & Development

  • Keep up to date with all-relevant legislation and codes of practice applicable to the post and communicate this information to appropriate colleagues.
  • Undertake an Environmental Management System audit and review.
  • Undertake surveys using specialist knowledge in order to establish the Trust’s environmental aspects, impacts and assess and determine corrective actions.
  • Establish robust baseline data by collecting energy and waste statistics.
  • Develop a computer based environmental management system to manage environmental aspects, impacts, corrective actions and other environmental characteristic and ensure all environmental data is maintained up to date.
