The minimum qualifications required for this vacancy. Minimum Qualifications QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: A bachelor’s degree in civil, environmental, or geological engineering; environmental planning; environmental studies; environmental, natural, or physical science; land use planning; archeology; geography; or landscape architecture; and two years of experience preparing or reviewing environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining.MQ substitution: a Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.COMPETITIVE MINIMUM QUALIFICATIONS: Must be reachable on the New York State Civil Service eligible list.70.1 TRANSFER QUALIFICATIONS: One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. The duties that the incumbent of the vacancy will be expected to perform. Duties Description DUTIES: Under the direct supervision of a Supervisory Environmental Analyst and/or the Director, the incumbent is responsible for the environmental review of projects granted funding under the CDBG-DR, HOME, and Housing Trust Fund (HTF) programs administered by the Office of Resilient Homes & Communities (RHC), Office of Community Renewal (OCR), and Affordable Housing Corporation (AHC) and sometimes Office of Finance & Development (OFD). The incumbent analyzes and responds to information submitted in accordance with the provisions of the National Environmental Policy Act (NEPA), the State Environmental Quality Review Act (SEQRA), the State Historic Preservation Office (SHPO), the (New York City Environmental Quality Review CEQR), the Flood Plain Management Criteria, and the Waterfront Revitalization and Coastal Resources Review. The incumbent will research problem issues and develop possible resolutions, monitor compliance between RHC, OCR, and AHC and the Department of Housing and Urban Renewal (HUD), the U.S. Department of Agriculture, the Department of Fish and Wildlife, the Coastal Zone Commission, Local Program Administrators, and other Federal and State agencies as necessary. Under the direction of the supervisor, the incumbent serves as a resource on environmental issues for RHC, OCR, and AHC staff and provides technical assistance.ACTIVITY: Reviews RHC, OCR, and AHC funded projects, analyzing, evaluating, and administering compliance with SEQR/SHPO/NEPA requirements. As time and work permits, cross-trained to review OFD projects.TASKS: A. Conducts comprehensive reviews of funded projects and programs including site visit reports, SEQR Short Environmental Assessment Form, SHPO review, Floodplain Management Criteria, and, as needed, NEPA review, CEQR review and Waterfront Revitalization and Coastal Resources Review.B. Reviews and evaluates Environmental Assessment and Statutory checklists and/or Environmental Impact Statements for specified categories of projects, including programmatic and tiered reviews.C. Identifies and addresses regulatory thresholds, compliance issues and submission requirements, conducting research and proposing alternative solutions to problem issues for supervisory review and approval.D. Prepares appropriate documents for supervisory review and assists in coordinating actions among RHC/OCR, the U.S. Department of Agriculture, the U.S. Department of Fish and Wildlife, and the Coastal Zone Commission.E. Responds to problem issues interacting with Federal and State agencies, RHC/OCR staff and grantees, providing background information and proposed resolutions to supervisor.F. Under supervisory review, drafts statutorily required public notices, reviews responses and provides background information for RHC/OCR response.G. Prepares funding commitment letter to grantees outlining conditions to be met and completes related letters and documentation for RHC/OCR, HUD and other Federal and State agencies as needed.H. Provides on-going technical assistance and compliance monitoring of approved projects.I. Performs digital mapping and documentation on available software.ACTIVITY: Researches and organizes information on Federal, State and New York City environmental regulations and reporting systems.A. Under the directions of the supervisor, provides interpretation and explanation of environmental restrictions and other background information to RHC/OCR staff.B. Under the direction of the supervisor, analyzes enabling legislation of new programs to determine environmental and historic review requirements.C. Assists the supervisor in maintaining and updating a resource library of materials relating to Federal and State environmental regulations, review requirements and background information.ACTIVITY: Provides technical assistance to Agency staff, grantees and applicants. A. Assists the supervisor in maintaining an environmental procedures manual, drafting revisions to reflect changes in regulation and review requirements.B. Under the supervisor’s direction, responds to inquiries from RHC/OCR staff, Federal and State agencies, local program administrators (LPA), grantees and applicants either verbally or in writing.C. Assists the supervisor in preparing and delivering technical assistance programs for RHC/OCR staff, LPAs, grantees and applicants.
