Description:

The Hill Top Energy Center in Carmichaels, PA, is a state-of-the-art combined cycle power generation facility. It features a GE 7HA.02 gas turbine and an Alstom D652 steam turbine, operating together to optimize efficiency and output. The plant is capable of producing up to 621 megawatts of electricity, significantly contributing to the regional power supply.

OPPORTUNITY SUMMARY

The Compliance Manager is an integral part of our team, responsible for overseeing environmental compliance and ensuring adherence to regulatory requirements. This includes ensuring all Title-V permitting requirements are met, including timely application preparation, submission, and emissions reporting. The role involves coordinating directly with PADEP, PAPUC, and federal regulators such as the EPA, while supporting or fulfilling the duties of a Continuous Emissions Monitoring Systems (CEMS) Coordinator. Additionally, the Compliance Manager oversees waste shipments, water discharge sampling, and maintains comprehensive safety and environmental records within the Computerized Maintenance Management System (CMMS).

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Power plant environment. Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, respirators, hearing protection, chemical suits, fire resistant clothing, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility. Frequent travel between power plant assets will be required on a weekly basis.

JOB QUALIFICATIONS

  • Bachelor’s degree in environmental science or a similar field from an accredited college or university recognized by the United States Department of Education or an equivalent institution. Relevant work experience may substitute education on a year-for-year basis.
  • Advanced level of experience in environmental compliance management for operating facilities, preferably in power plant or power-related industry. Experience from an industrial and regulatory environment will also be considered.
  • In-depth knowledge of Title-V permitting requirements, emissions reporting, and regulatory frameworks, including experience with PADEP, PAPUC, and EPA regulations.
  • Proven track record in coordinating with regulatory agencies, conducting compliance audits, and managing inspections.
  • Strong understanding of CEMS and related environmental monitoring technologies.
  • Solid grasp of safety protocols and compliance standards such as LOTO, confined space, PPE, and chemical safety.
  • Experience in managing electronic data management systems and maintaining comprehensive records in a CMMS.
  • Broad knowledge of major safety and environmental legislation concerning air, water, hazardous materials, and waste management, specializing in regulatory requirements.
  • Demonstrated proficiency in chemistry relevant to power plant operations, environmental and water treatment programs, and statutory regulations. Skilled in budget management, bid proposals, contract evaluation, and basic accounting principles.
  • Excellent interpersonal skills, adept at consensus-building, team leadership, and fostering collaboration among stakeholders. Strong writing and analytical skills, capable of delivering clear and concise communications and effective training materials.
  • Must possess and maintain a valid Drivers License at all times.

Responsibilities:

PRIMARY DUTIES

  • Ensure all Title-V permitting requirements are met, including application preparation, submission, and compliance with all regulatory timelines.
  • Compile and submit accurate and timely Title-V emissions reports, ensuring all data is properly documented and meets regulatory standards.
  • Coordinate directly with PADEP, PAPUC, and federal regulators such as the EPA to ensure compliance with all relevant environmental regulations and to address any regulatory inquiries or inspections.
  • Support or fulfill the role of CEMS Coordinator or Back-up CEMS Coordinator as directed for air emissions and CEMS monitoring.
  • Ensure sampling requirements for waste shipments and water discharge are completed properly, documented, and reported in a timely manner.
  • Ensure environmental compliance as set forth in the specific site Environmental Manuals.
  • Coordinate environmental, safety, security, and business continuity tests and samples for which contract services are required.
  • Complete all reporting requirements in compliance with laws, regulations, permits, policies, and procedures.
  • Maintain and update the plant safety and environmental records within the CMMS as required. Ensure the engineering library has complete electronic and hardcopy reports for historical use.
  • Maintain electronic safety and environmental data management systems.
  • Review all major maintenance expenditures within budget guidelines to ensure continued compliance with safety and environmental regulations and permits, and identify potential issues concerning insurance, community relations, or business continuity.
  • Provide relevant inputs to the budgetary process for necessary improvements in safety and environmental compliance as required.
  • Ensure that outages involving scheduled or unscheduled equipment repairs are completed safely, adhering to all safety requirements, including contractor adherence.
  • Ensure Lockout/Tagout (LOTO), confined space, machine guarding, PPE, mechanical integrity program, management of change program, and chemical safety compliance is understood, followed, and properly adhered to.
  • Provide additional supervisory support to enforce safety regulations during outages and operational periods as needed.
  • Provide training schedules for annual Security, Emergency Response, Safety, and Environmental Training requirements.
  • Review work packages as required for safety conformance.
  • Compile all necessary data, investigate, and prepare written reports for any on-site accidents following the guidelines provided in the Safety Manual for Accident Reporting.
  • Provide viable alternatives and make economic evaluations related to plant equipment and/or procedures modifications to ensure improved plant safety and environmental compliance, including all environmental and other appropriate regulatory agencies.
  • Provide necessary technical support for all related safety and environmental work for bid specifications, evaluation of vendor/contractor bid proposals, and monitoring of contractor work performance to assure contract compliance.
  • Provide safety and environmental direction to Operations and Maintenance (O&M) personnel. Participate in plant emergency response, waste minimization, and pollution prevention programs.
  • Perform duties related to handling hazardous materials and wastes, and spill prevention and control in accordance with applicable regulations.
  • Provide initial orientation and annual classroom training, together with on-the-job training, to ensure understanding of essential information for regulatory compliance and documentation.

Safety is a core value of NAES and as a condition of employment, all employees are expected to be mentally alert and work safely at all times. All NAES managers and supervisors have a direct and important role in ensuring that all work is performed in a healthy and safe manner. Effectiveness in carrying out this responsibility is part of the evaluation of each Supervisor’s performance. This includes, but is not limited to, the following functions:

  • Support Regular Safety Meetings (at least monthly).
  • Address Safety at all group meetings.
  • Conduct Inspections and Observations: establish within the department a regular inspection of the work area and a safety observation process of work being performed.
  • Establish and lead these activities following any rules, requirements or guidance established in your business unit, group, or division.
  • Involve all NAES teammates in the activities.
  • Write work orders, train, and educate to eliminate hazards, at-risk behavior and meet company regulatory requirements.
  • Conduct Regular Observation Tours: Verify that employees and contractors are performing the work in accordance with safe practices, company procedures and OSHA regulations.
  • Regular and Frequent Contacts: conduct one-on-one contact sessions with workers to discuss safety issues, communicate expectations and coach safe behaviors, e.g., whether the employee is wearing all required personal protective equipment.
  • Respond to Incidents: Respond to all safety-related incidents including, but not limited to injuries, incidents and near misses; write a report that explains what happened, identify the cause, and recommend corrective action following any established business unit or division practice. Follow up as necessary to ensure that corrective action is taken
