Description:

Under the general supervision of the Field Services Coordinator, the Environmental Compliance Officer 1 is responsible for field sampling activities and analysis, installing automated sampling equipment, monitoring hauled wastewater deliveries, and other regulatory activities assigned under the Departments Sewer By-law monitoring and enforcement programs.

As the Environmental Compliance Officer 1, you will:

  • Collect samples from businesses in the Sewered Overstrength Monitoring program. Perform field analysis including quality control requirements to confirm compliance with by-law requirements. Deliver samples to the laboratory within the acceptable time frame to ensure sample validity.
  • Complete proper documentation on field activities including log sheets and chain of custody forms. Document all observations and evaluate wastewater discharges to determine if additional testing should be conducted.
  • Install and check automated sampling equipment.
  • Monitor Hauled Wastewater facilities for regulatory compliance. Review hauler documentation for compliance with license requirements and collect samples to ensure compliance with by-law requirements. Complete inspection reports to record observations and document violations for further enforcement action.
  • Determine if violations of the Sewer By-law have occurred during hauled wastewater disposal through onsite monitoring or review of video records. Prepare enforcement documents for signature by Branch Head.
  • Assist with inspections at commercial and industrial facilities to verify regulatory compliance.
  • Assist with investigations of by-law violations, including illegal discharges to the wastewater and land drainage system. Assist other branch staff in sample collection to help determine the source of the illegal discharge and document findings and observations for use in further enforcement action.
  • Liaise with other Department and Provincial staff to investigate and assess deleterious environmental impacts from illegal disposals to the wastewater and land drainage systems.
  • Respond to 311 complaints and inform residents and customers on Sewer By-law requirements.
  • Enter and update data in branch databases including LIMS and WHMS.
  • Compile evidence, prepare reports, correspondence, and prosecution data on inspections for use in appeals or court cases. Testify in court cases, as required.
  • Complete all required training as determined by the Branch.
  • Perform other duties consistent with the classification, as assigned.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Complete High School Grade 12/G.E.D. or equivalent combination of education and experience.
  • Diploma or Degree from a recognized university/college program in Science, Environmental Science or Environmental Technology. Education must include courses relevant to the position (sample collection, basic chemistry and chemical analytical techniques, environmental monitoring and legislation).
  • Minimum of one-year prior related work experience.
  • Demonstrated ability to communicate effectively both verbally and in writing regarding investigation and enforcement activities.
  • Knowledge of sampling techniques, documentation, legal sampling guidelines, and field analysis techniques.
  • Knowledge of occupational hazards and the safety precautions and regulations applicable to the positions area of work.
  • Ability to make basic chemical and statistical calculations.
  • Demonstrated ability to follow safety regulations and safe work procedures.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  • Demonstrated organizational, problem solving and decision-making skills.
  • Demonstrated ability to use a computer for data entry, tabulation and retrieval utilizing Microsoft Excel, Word, Access, and Outlook (Sample Manager and WHMS within 6 months).
  • Courses in database management, statistics, and industrial waste treatment are preferred.
