About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. JOB DESCRIPTION

Position Title: Manager, Environmental Stewardship
Program Department: Environmental Stewardship

POSITION SUMMARY:

Under the direction of the Chief Administrative Officer, the Manager, Environmental Stewardship (E&S) is responsible for the water (non-fisheries), land and environment program within Musqueam’s Traditional Territory. This position also provides support internally and externally, directs activities, evaluates risks, and contributes to strategy and policy with regards to environmental regulations in support of new developments, existing operations, and the evaluation of potential acquisitions to Musqueam environment and stewardship issues. This role focuses on the protection, enhancement and restoration of the ecosystem, habitat and other stewardship initiatives. The manager develops and maintains relationships across government and non-government institutions and organizations that impact Musqueam stewardship initiatives.

Roles & Responsibilities

  • Leads the implementation of the Musqueam Environmental Management Plans (EMPs), including drafting laws deemed necessary by the EMP, environmental assessments, land use controls, sustainability initiatives, and environmental aspects of day-to-day on-reserve operations
  • Manages all aspects of environmental management on-reserve, including resource extraction, pollution reduction, waste management, development controls, environmental health, risk assessments, and remediation of contaminated sites
  • Provides leadership to department staff, keeping apprised of day-to-day activities to ensure individual and departmental objectives are achieved in line with organizational goals
  • Trains, mentors and coaches department staff to meet the needs of the organization, educating staff on environment and stewardship policies
  • Serves as the administrator for environmental programs, including preparation of budgets, staffing plans, and capital plan
  • Manages the issuance of permits, which may be prepared by the Environmental Technicians/ Monitors
  • Manages and implements Musqueam’s Collaboration Management Agreement with the Province of British Columbia
  • Reviews development applications and prepare summaries for Chief & Council as required
  • Oversees compliance and monitoring of environmental legislation
  • Manages pollution control, pollution prevention, recycling programs, or other EMP components
  • Evaluates best management practices and emerging technologies and provide technical and general information to other Musqueam staff, Chief & Council and community members
  • Manages auditing and reporting of environmental performance, providing results to internal and external bodies as required
  • Manages enforcement, mediation, prosecution, and adjudication actions
  • Incorporates relevant aspects of Musqueam’s environmental laws, policies, and best management practices into Musqueam operations
  • Develops environmental awareness initiatives for community members and political leaders
  • Assesses and implement improvements to Musqueam’s EMP
  • Provides environmental input to the development and amendment to other areas of Musqueam administration i.e.: land use plans, land code, self-governance, etc. and regulatory bylaws
  • Overseess ongoing training for environmental staff in relevant fields of environmental management
  • Deliver environmental status reports and recommendations to Chief & Council
  • Assists in generating resources from third parties
  • Other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Master’s degree in marine biology, ecology, environmental studies or other related natural resources program with a minimum of 7 years’ previous experience in environmental field work
  • 5+ years management experience preferred
  • Member in good standing registered with the appropriate professional association (P.Ag., RPBio, etc.)
  • Experience in project management, budgeting, scheduling, and planning
  • Excellent in preparing reports and performing environmental assessments
  • Strong initiative and attention to detail with good analysis skills and an analytical mind
  • Ability to work in a team and independently in a dynamic environment
  • Expert knowledge of environmental laws and regulations
  • Exemplary interpersonal, written and oral communication skills with the ability to use tact and good judgment in dealing with sensitive and complex issues
  • Effective leadership skills with ability to develop teams and build team capabilities
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines
  • Understanding and demonstrated application of best practices in change management
  • Proven ability to maintain confidentiality
  • Knowledge and experience of a similar program delivery in the context of Musqueam or First Nations culture and history is preferred
  • Excellent skills in building and maintaining strong cross-functional working relationships and liaising with diverse stakeholder groups
  • Cultural competency and knowledge of First Nation cultural traditions
  • Valid Class 5 Drivers Licence
  • Criminal Records Check

Working Conditions

  • Work is performed in an office environment and in the community; and
  • Some evenings and weekends may be required.
