Description:
JOB SUMMARY:
In this role, you will prepare and review general and/or discipline estimates for capital cost and/or services estimates. Develop basic conceptual estimates, take a lead role in estimate reviews and presentations. Provide and support data and cost analysis, use, develop and oversee the maintenance of estimating databases. Provide technical and operational supervision to assigned personnel and execute simultaneous tasks within broadly defined parameters.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Requires bachelor’s degree in Engineering or Civil Construction, and 8-10 years of relevant experience or 12-14 years of relevant work experience.
REQUIRED KNOWLEDGE AND SKILLS:
- Demonstrated intermediate-to-advanced understanding of Estimating core processes requiring minimal direction.
- Advanced knowledge of EPC estimating methods, processes, and procedures. Understands estimate types, classifications, and components. Specifically understands detail level estimates and design packages. Experience with Lump Sum Design Build and/or OOM estimates.
- Significant knowledge and experience in quantity takeoffs, statistical analysis, and cost and price analysis.
- Skilled in understanding and implementing technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports.
- Advanced understanding of craft productivity, current market pricing in related areas and knowledge of construction practices in local work region.
- Understanding of cost index and escalation process.
- Understands and contributes to risk and contingency assessments.
- Proficient in Microsoft and scheduling software applications currently being used by Bechtel (Word, Excel, Access, PowerPoint).
- Skilled in oral and written communications, including presentation skills and ability to address a group of supervisors.
- Intermediate English level.

Responsibilities:
The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:
- Developing estimate plans for projects cost estimates through evaluation of scope, contract, desired estimate type/quality and time/resources available.
- Conducting capital cost estimates. Reviewing design scope criteria and developing quantities for undefined scope assumptions in coordination with others. Preparing estimate basis and assumption documentation.
- Reviewing basic software generated estimates for completion and technical accuracy ensuing quality and integrity and that applicable lessons learned are incorporated.
- Participating in establishing pricing structures to be applied to quantities for estimates. Establishing format and content of summaries and reconciliations, including segregation of cost according to level of confidence.
- Taking a lead role in estimate reviews and presentations. Interfacing with designated management personnel on specific sections of estimate presentations.
The following duties are performed with respect to Foundation Development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:
- Generating and retrieving reports in the appropriate software application, understanding and summarizing the data in the required presentation for management reviews.
- Participating in developing and presenting designated subjects in training classes and providing on the job training for specific processes and practices.
The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:
- Performing cost and price analysis to establish price reasonableness. Reviewing or assisting in reviewing cost/pricing provisions of proposals and developing supporting data for contract negotiations.
- Preparing cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons. Innovating and developing new techniques as required to meet specific needs.
