Description:
SKILLS AND KNOWLEDGE REQUIREMENTS:
- Experience of MEICA equipment and services used in the construction of Water and Wastewater Treatment Works is preferable.
- Ability to grasp the complexities of MEICA equipment and systems and to communicate these issues with the wider Bid Team.
- Practical experience with MEICA equipment would be desirable.
- Ability to evaluate proposals from the supply chain for MEICA equipment including scope of supply, technical compliance, and commercial offer.
- Ability to interpret technical drawings from clients, develop base line cost estimates and routines, and produce labour, plant and material cost build-ups.
- Experience within the water industry is essential, preferably within both water and wastewater, infra and non-infra environments, but also advantageous to have other utility estimating experience.
- Preferably degree qualified in Engineering, Quantity Surveying, Cost & Planning or similar.
- Commercial and contractual knowledge and understanding of various forms of NEC Contracts (Options A to E)

ABOUT THE ROLE

Morrison Water Services Ltd are currently looking to recruit an Estimating Manager to work on our Scottish Water DV2 Framework working across a wide portfolio of projects.
The role is based in our Stepps, Glasgow office reporting to the MWS Head of Operations and may involve occasional travel to sites as required.
As the Senior Estimator you will be working as part of the Pre-Construction Team. Responsible for managing the Estimating process while delivering accurate and timely estimates across a mix of clean & wastewater projects involving capital delivery works.
The MWS Scotland region currently delivers a number of frameworks for Scottish Water including the Infrastructure Capital programme and the MEICA replacement operational alliance DV2 Lot 4 (this role). In addition, IDS deliver further specialist frameworks for Scottish Water as well for a portfolio of non-regulated clients. The business is currently at c. £130m p.a with further growth planned.
The DV2 Lot 4 MEICA replacement framework is a 6-year programme (2021-2027) with an option to extend for a further 6 years. The contract delivers a diverse range of design & construction projects (£100k - £4m) including the replacement of MEICA equipment, associated civil engineering works, specialist control & automation, SCADA and telemetry works. Annual volume £25m-£40m.
A key part of the role will be establishing a strong relationship with Scottish Water Estimating. Also key supply chain partners and other Stakeholders within the framework.
You will be a key part of the MWS DV2 Lot 4 management team. Expected to contribute to the strategic direction of the business and influence on key issues as they evolve.
This new position is a Scotland based role.
AS ESTIMATING MANAGER YOUR DUTIES AND RESPONSIBILITIES WILL INCLUDE:
- Developing and managing the estimating process
- Co-ordinating with other Teams/Disciplines as part of the Project Cost/ Scope Development phase
- Producing bottom-up estimates from client drawings.
- Producing detailed tender submissions for clients
- Developing Target Costs
- Providing governance and due diligence checks before tenders are developed for submission in line with Company delegated levels of authority.
- Updating Target Cost to Estimate at subsequent Gate approval stages
- Ensuring that Actual Cost data is captured from Project Team and fed back at Project Completion
- To assist and advise the Senior Management Team on commercial influences and risks around any bids
- Liaise with suppliers and subcontractors to produce accurate and timely estimates/cost data
- To ensure where possible supplier/subcontractor terms are back-to-back with the client requirements and if not to impact assess any deviations.
- Responsible for prioritising workload and assisting the team to produce results in a timely manner to meet business needs.
- Day to day liaison with, and influencing of, key stakeholders, such as customers and operational colleagues.
