Description:

Under the direct supervision of the Global Thematic Specialist (GTS) - Humanitarian Response and Recovery and the overall supervision of the Chief of the EU Policy and Programme Support Division, the EU Liaison Officer (Humanitarian Response) supports the overall humanitarian response and civil protection portfolio with the European Union (EU) in close coordination with the GTS. This role will support the GTS in maintaining the direct relationship between IOM and EU Institutions, Bodies, and Agencies relating to the incumbent’s files, and to enhance IOM’s position in policy discussions, as well as support IOM Regional and Country Offices (ROs and COs) worldwide in their advocacy on EU-related humanitarian issues, and the development, contracting, compliance, and implementation of EU-funded humanitarian projects.

KNOWLEDGE MANAGEMENT AND LEARNING

  • Knowledge Management: Coordinate and maintain the dedicated knowledge sharing platforms and disseminate innovative and good practices related to humanitarian aid and civil protection for EU funding, advocacy, and engagement externally and internally.
  • Learning: Gather, disseminate, and support the implementation of good practices and lessons learned from evaluations, and implementation of EU-funded programmes.
  • Supervise and provide technical support to relevant staff.
  • Perform any other duties as may be assigned.

EDUCATION

  • Master’s degree in International Relations, Political Science, Social Science or a related field from an accredited academic institution; or,
  • Bachelor’s degree in the above fields with two years of relevant professional experience.

EXPERIENCE

  • Demonstrated expertise and experience in the area of project development and management, thematic capacity building, policy, and liaison in relation to EU policies and frameworks;
  • Experience in working in various contexts, and in leading teams and projects;
  • Experience in capacity development on complex programme development and implementation, including budget management;
  • Experience in liaising with governmental and diplomatic officials, as well as with EU Institutions, Bodies, Agencies and/or Delegations, national and international institutions and organizations, civil society and private sector actors;
  • Experience working in an international organization, United Nations, or an EU Institution, Body, or Agency;
  • Track record in donor liaison and engagement for policy, advocacy and resource mobilization purposes, if in the EU context an advantage.

SKILLS

  • Ability to understand complex contexts and fast-changing migration and displacement dynamics and ability to frame them in their regional, global, and political contexts.
  • Proven track record of successful engagement with EU donors and ensuring convergence of EU policies and frameworks and IOM operations.
  • Sound knowledge of the EU and its structures.
  • Strong analytical skills combined with the ability to effectively summarize, present, and communicate findings.
  • Knowledge of relevant international standards and classifications.
  • Excellent writing and presenting skills.
  • Proven agent of change or willingness to foster a culture of learning and knowledge management.

Responsibilities:

  • Monitoring: Support the GTS in monitoring developments globally in particular policies relating to humanitarian aid and civil protection in external action, priority changes, challenges, and positions of EU Institutions, Bodies, and Agencies, and coordinate the analysis of these developments and positions towards these with ROs, COs, and HQ as relevant.
  • Liaison and Engagement: As delegated by the GTS and/or the Chief of the EU Policy and Programme Support Division, represent IOM and act as a focal point for liaison with EU partners on issues related to humanitarian aid and civil protection.
  • Strategic Planning: Support the GTS in the coordination, development, expansion, implementation, and/or revision of strategic plans with ROs, COs, and HQ as relevant.
