JOB DESCRIPTION

Org. Setting and Reporting :
The position is located in the Secretariat of the Joint Inspection Unit (JIU) and will report to a Senior Evaluation and Inspection Officer. The incumbent will normally be leading a team of JIU Secretariat personnel supporting the Inspector or Inspectors responsible for a report. The JIU is the only independent external oversight body of the United Nations system mandated to conduct UN system-wide evaluations, inspections and investigations. The JIU is funded by 28 participating organizations which include the UN Secretariat and UN funds and programmes and specialized agencies. JIU reports are presented and discussed at the General Assembly and relevant committees. For more information on the role and work of the JIU, please refer to www.unjiu.org.
Responsibilities :
Within delegated authority, the incumbent will be responsible for the following duties: 1. Assists in the conduct of impartial, independent, professional and effective evaluations and inspections: a) Plans and organizes evaluations and inspections, develops detailed work plans, drafts correspondence, gathers information and data; develops questionnaires and surveys; and conducts preliminary reviews. b) Develops interview guides, participates in evaluation and inspection missions, assists and advises the Inspector(s), participates in interviews, gathers and reviews documents and other information. c) Analyzes all information collected using quantitative and qualitative methods and appropriate tools. d) Assigns work to other team members as appropriate, supervising their work and providing the required support. e) Drafts evaluation and inspection reports, notes and management (confidential) letters including recommendations for action. 2. Ensures that evaluation and inspection findings and recommendations have the intended impact: a) Drafts relevant recommendations. b) Monitors timely consideration of reports and recommendations by legislative bodies and executive heads. c) Follows-up on the acceptance and implementation of recommendations by participating organizations. d) Assists in organizing meetings to disseminate evaluation and inspection findings and recommendations. 3. Acts as a JIU focal point for specific participating organizations: a) Keeps abreast of developments in those organizations and informs the Inspectors concerned and the Executive Secretary on issues relevant for the work of the JIU. b) Participates with the Inspectors in meetings with officials from participating organizations, and interagency and intergovernmental meetings, as required. c) Provides input to the preparation of updates, summaries and (risk) assessments on JIU relationships with participating organizations. 4. Contributes to further developing and refining evaluation and inspection methodologies and tools: a) Keeps abreast of developments in the profession. b) Contributes to the development and review of JIU policies, guidance and procedures. c) Facilitates cooperation and interaction with other UN evaluation and inspection units and professional bodies. 5. Performs additional related duties as required.

Education :
An advanced university degree (Master’s degree or equivalent degree) in accounting, auditing, programme evaluation, public administration, business administration, social sciences or related fields, is required. A first-level university degree in the specified fields of studies in combination with two additional years of relevant work experience may be accepted in lieu of advanced university degree.
Job - Specific Qualification :
Relevant professional certification, such as Certified Internal Auditor, Credentialed Evaluator, Chartered Professional Accountant or Programme Management Professional is desirable.
Work Experience :
A minimum of seven (7) years of relevant experience, of which at least 5 years should be in an independent oversight office (audit, inspection or evaluation) is required. Experience in conducting and managing independent reviews (audits, inspections or evaluations) in international organizations is required. Direct experience applying audit and/or evaluation methodologies and tools, performing quantitative and qualitative data analysis, and responsibility for drafting the review report is required. At least three (3) years of experience within an international organization, preferably in the United Nations system is desirable. Experience in leading a team is desirable.
Languages :
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of another UN official language is desirable.
Assessment :
Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
