Description:

REQUIRED EXPERIENCE AND SKILLS

  • At least 3 years of related professional experience with direct experience in evaluation.
  • Knowledge of the principles, concepts, research methods, and techniques of public health evaluation.
  • Highly detail-oriented, with the ability to work well within a diverse team, demonstrate a high degree of initiative and flexibility, adapt to shifting priorities.
  • Must possess excellent analytical abilities and verbal/written communication, organization, and presentation skills
  • Experience with statistical software and excellent data communication skills.
  • The ability to provide technical assistance to internal and external team members and stakeholders.
  • Experience supporting and/or conducting literature, program and resource reviews and reporting findings.
  • Experience analyzing quantitative and qualitative data.
  • Experience visualizing data and writing data analysis summary reports.
  • Experience evaluating public health technical assistance programs and activities.
  • Experience developing interview and/or focus group facilitation guides.
  • Experience developing and conducting program evaluation plans.
  • Experience working with key informant interviewees/focus group participants.
  • Experience working with federal government agencies, especially in public health, preferred.
  • Experience working with matrixed teams preferred.
  • Vaccine and or vaccine confidence experience and knowledge preferred.
  • Strong quantitative and qualitative skills.
  • Effective organization and communication skills.
  • Ability to obtain a government clearance.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

EDUCATION AND TRAINING

  • Bachelor’s degree in a related field required. Master of Public Health with a concentration in Program Monitoring and Evaluation or Data Analysis preferred.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.

Responsibilities:

ABOUT THE ROLE

We are seeking an Evaluation Specialist (Part-time) to support the review of documented interventions and other activities implemented and summarize types of interventions, experiences shared during Learning Collaborative listening sessions.
This is a fully remote position based in the U.S.

RESPONSIBILITIES

Support the development and conduct key informant interviews and/or focus groups with representatives from various jurisdictions engaged in work to increase vaccine uptake in communities of focus, along with local health department and community-based organization immunization partners, as appropriate and feasible to better understand activities implemented or planned within these communities.

  • Develop key informant interview guide and/or focus group questionnaire.
  • Conduct key informant interviews and/or focus groups.

Analyze interview and/or focus group discussions and summarize results/findings.

  • Present results/findings to client meeting objectives of the contract.
  • Submit a report summarizing evaluation of jurisdiction and other partner activities analysis, key informant interview/focus group results/findings to client

Support technical assistance to jurisdictions and partners to evaluate, and build capacity to evaluate, local efforts to address vaccine hesitancy, build demand, and increase coverage.

  • Evaluation Specialist will be responsive to evaluation and technical assistance needs requested by partners by helping design plans both for the prospective evaluation of new activities, focusing on both process and impact evaluation, and for retrospective evaluation of activities undertaken to date. Retrospective evaluations will be process-oriented, and focus on feasibility of implementation, successful implementation of tasks as planned, barriers encountered during implementation, among other measures; these retrospective evaluations will not measure impact of the intervention. The contractor will be responsible for providing assistance and guidance for evaluation plans but not responsible for completing the evaluations.
  • Develop reports of all evaluation assistance provided to partners, recommendations for future assistance and other activities.
