Description:
We are looking for an exceptional Chief Nurse to lead our Nursing and AHP workforce and to drive innovative, safe and compassionate care, across a myriad of different geographical and clinical settings. You will work as part of a highly experienced and innovative executive team. You will also work with leaders from a range of professional backgrounds and together with them and service users, commissioners and Divisional and Board colleagues, you will translate the Board Vision and the vision set out in the Trust Strategy into practical reality. Integrating physical and mental health care, in partnership with other health and care partners, local where possible, and specialist, where needed, care partnership – with patients, families, communities, primary care, acute partners, is critical. You will be highly skilled in driving collaboration and partnerships.

Responsibilities:
ROLE SUMMARY:
The post holder will lead the Nursing, AHP and Support workforce (pre and post registration).
They will ensure the training, support and standards that are necessary to deliver safe, effective care. They will also be responsible for ensuring that ICT throughout the organisation, is delivered in ways that optimise mobile working and digital innovation, to release more time to care. The post holder will work closely with the Medical Director and Trust Board to create a learning culture with systems and processes that optimise this.
Quality Improvement, informed by learning from complaints, compliments and incidents is key, alongside working with the Board, shaping the Trust’s strategy and plans to ensure patient care is at the centre of all we do.
Professional Leadership
The post holder will adhere to the highest standards of leadership to ensure they are visible within the Trust upholding our core values and driving ambition towards high quality care.
They will work closely with the Divisional Directors of Nursing and AHP leadership to create a workforce that is competent and happy. Integrated care and whole population health in local communities will drive models of care. Extending competency and the ability to care for patients living with complexity in community settings is key. Role redesign, training, retention
and reward are key in driving a forward looking, ambitious care offering. Digital and ICT capabilities are also key to delivering high quality care in a modern context. The post holder will line manage the Chief Information Officer to ensure that clinical staff and patient treatment and experience is fully supported by effective technology.
The post holder will advise, inform and shape the Board’s strategy and plans and will always uphold the needs of the AHP and nursing workforce in order to best serve our patients.
The Chief Nurse will also be responsible for driving value into care, ensuring that outcomes and cost, productivity and compassion care, are secured from team level and the Board.
MAIN DUTIES AND RESPONSIBILITIES
Role Specifics as Chief Nurse
1.1 Provide the Board with expert nursing advice with special interest in Quality Improvement, Quality and Governance, Regulation and Education.
1.2 The post holder will be an effective leader engaging staff, patients, stakeholders and the wider public by improving patient/staff experience and outcomes.
1.3 Take the strategic lead and provide the strategic vision for the nursing and the registered and unregistered nursing workforce in accordance with the local and national nursing and workforce priorities and Trust strategy.
1.4 Hold the overall responsibility for the professional leadership of all nursing staff employed by the Trust, ensuring that nursing strategies, policies and practices are of a high standard and that nurses are equipped to meet the opportunities and challenges facing modern healthcare in the Trust.
1.5 To be responsible for implementing continuing professional development for nurses and establishing and maintaining nursing development programmes within the Trust and fostering educational partnerships.
1.6 Ensure that the Trust has a robust professional regulatory framework in place for nursing, and that robust arrangements are in place to train and educate and re-validate nurses in the delivery of high quality, user centred care.
1.7 Foster active involvement by nurses in the Trust’s academic activities and research.
1.8 To be actively involved in and develop relationships between the Trust and relevant Universities.
1.9 Work with the Chief Executive and the Executive Management Team to develop, monitor and implement the Trust’s strategy and enhance the Nursing Strategy to guide existing standards and future service and practice.
1.10 Work with the Chief Executive and the Executive Management Team to develop integrated care pathways between Primary Care, Community Health Services Acute Care, Mental Health and Social Care.
1.11 To liaise with the Care Quality Commission’s (CQC) as required.
1.12 Maintain productive relationships and networks with other Sustainability and Transformation Plans (STP) (nurse) leaders.
2. Allied Health Professionals including Social Work and Psychology
2.1 Provide the Board with expert advice in relation to Allied Health Professionals (AHPs) through a professional leadership structure with appointed Senior AHP/Psychology leads.
2.2 Lead in developing and maintaining robust working relationships and liaison with AHPs and Psychology to secure support and deliver excellent care and best value use of resources.
2.3 Hold the overall responsibility for the professional leadership of all AHP and Psychology staff employed by the Trust, ensuring that care strategies, policies and practices are of a high standard.
2.4 Ensure robust systems for implementing continuing professional development and support for AHP and Psychology staff are in place.
2.5 To implement with the AHP and Psychology workforce, the AHP and Psychology strategies to develop professional strategies for all major professions employed by the Trust.
3. Quality Governance and Quality Improvement
3.1 Joint responsibility with the Chief Medical Officer for the development of appropriate systems and mechanisms to ensure the Trust provides the highest quality services for patients and delivers on its statutory and other corporate responsibilities for the quality of services.
3.2 To aim towards excellent ratings for all core services.
3.3 Set up systems to ensure that the patient experience is paramount in the provision of services, work with people with lived experience and professionals and to guide existing and future service developments.
3.4 Responsible for the production and delivery of the Annual Quality Account.
3.7 Jointly with the Chief Medical Officer ensure that through the Quality structure, issues regarding service quality, improvement and monitoring are communicated to the Trust Board and partner agencies as appropriate.
3.8 Manage the lead Quality Governance teams including Risk & Patient Safety.
4. Patient Experience
4.1 To ensure the implementation of a comprehensive service user and carer involvement strategy.
4.2 To manage the corporate Patient Experience & Involvement and Complaints teams.
4.3 Support service user and carer involvement in the planning and delivery of all services through development of service specific standards with users and carers.
4.4 To be the Board Executive lead for complaints and to ensure the effective management of complaints in line with legislation and national policy and best practice.
4.5 Work with the Chief Medical Officer to ensure that there is an integrated approach to the management of, and learning from, incidents, complaints in liaison with the CQC and partner organisations including learning from Mortality Reviews.
5. Education and Development (Non-medical)
5.1 To work with the Director of Strategy and Workforce on the requirements for the Education and Development for the non-medical workforce.
5.2 Work with the Director of Strategy and Workforce to provide the Board with expert advice on non-medical education career framework (Bands 2 – 9) including care workforce, apprenticeships, undergraduate, postgraduate and leadership development.
6. Safeguarding
6.1 To be the Board lead for Safeguarding (Children and Adults) and to ensure the development and implementation of safeguarding strategies and procedures.
6.2 Chair the Safeguarding Committee, ensuring safeguarding issues are adequately addressed through the healthcare governance framework.
6.3 Provide professional advice and support to staff specialising in Safeguarding.
7. Infection Prevention and Control
7.1 To be the Director for Infection Prevention and Control to ensure there is an integrated approach to the management of infection control.
7.2 Practice at all times in accordance with the infection control standards specified in Trust policies and procedures and with the current code of practice for the prevention and control of health care associated with infections.
7.3 To line manage the Infection Control and Prevention team to deliver their work programme.
