For this position you would be working with our client from the European institutions.
EMPL.A4, in collaboration with other Commission departments and stakeholders, delivers top-notch corporate solutions and information systems for the Electronic Exchange of Social Security Information (EESSI). This supports the successful implementation of the Commission’s Digital Transformation initiatives and EU policies. Working closely with various Commission services and their clients, EMPL.A4 develops and maintains systems for Social Security. One key solution, EESSI, enables Social Security Institutions across Member States to request and share information about Social Security cases involving EU citizens who are in different countries participating in EESSI.
Below are the details of your role and requirements.

Your role:

  • Provide expert guidance on developing policies and strategies for managing content, records, archives, and information, covering aspects such as capture, selection, retention, and digital preservation.
  • Assist in designing, developing, and maintaining systems for records, archives, and information management, and support the technical implementation of new or revised policies.
  • Determine the requirements for content and records management systems and create functional and technical specifications.
  • Develop strategies for integrating systems and migrating data from legacy repositories.
  • Create and maintain solutions for long-term digital preservation and archiving, ensuring compliance with legal standards, including support for encryption, digital signatures, confidentiality, secure document access, and data protection.
  • Help define and implement metadata standards for content and records management, including archival description.
  • Implement solutions for data publication and exchange, leveraging linked open data and semantic web technologies for enhanced benefits.

Who we think you are

  • At least 3 years of specific expertise in BPMN and UML.
  • At least 2 years of specific expertise in JIRA and Confluence.
  • Familiar with standards and best practices in records, archives, and information management, including digital preservation and public access to documents.
  • Experienced in designing and implementing content, records, archives, and information management systems in both public and private sectors.
  • Skilled in deploying and supporting large-scale, enterprise-level multi-user information systems, with active involvement in projects related to Enterprise Content Management (ECM) or long-term digital preservation platforms.
  • Hands-on experience in information management, including ontology design, metadata management, open data technologies, document encryption, digital signatures, full-text search techniques, and semantic web technologies.
  • Good understanding of agile methodologies and processes.
  • Knowledgeable about web services, enterprise integration patterns, cloud platforms, and database management systems is a plus.
  • Experience in configuring, customizing, and operating document management systems like OpenText Documentum, Alfresco, or similar platforms is advantageous
