GOVERNMENT PROPERTY PROFESSION (GPP) TECHNICAL SKILLS

The GPP Competency Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels. Responsibilities:

ROLE OVERVIEW

The FM Sustainability Manager role is an exciting role within the Property Transformation Programme (PTP) in the MoJ. The programme will make the biggest changes to the facilities management services in the department in a decade and is recognised as a key vehicle to improve the Sustainability of MoJ’s buildings, land and use of resources. MoJ itself is one of the biggest Government departments, touching the lives of more than a hundred thousand people. The role holder will be responsible for the delivery of an action plan to embed sustainability throughout the Property Transformation Programme, with the aim of delivering a sustainable future FM service. They will join the PTP Sustainability team, recently reshaped to enable full embedding of sustainability into the programme itself and its outcomes. Through the membership of this team, they will work to ensure all PTP strategies, decisions and action planning aligns with the sustainability strategy and action plan. They will work closely with all aspects of the programme and key stakeholders across the MoJ community to leverage work already done and assist the planning of and completion of future actions. The role holder will help ensure PTP achieves its objectives as well as supports the wider sustainability objectives of the MoJ, which include supporting sustainable construction and operating impacts.

JOB DESCRIPTION, DUTIES AND RESPONSIBILITIES

The role holder will be key to ensure the Property Transformation Programme embeds sustainability into the delivery and it’s outcomes. Work will be designed around the four themes of the sustainability in FM strategy i.e. Sustainable operation and maintenance of our estate; Sustainable behaviour and capability; Sustainable operating model and contract design; and Sustainable FM Supply chain. Responsibilities will include the following:

DELIVERABLES/ RESPONSIBILITIES

  • Provide technical advice on energy, carbon, water, waste management, sustainable procurement, nature recovery, sustainable construction and climate change adaptation within the context of facilities management to the property transformation programme and it’s relevant stakeholders across the MoJ estate.
  • Inform and guide key PTP workstreams to embed current and emerging government-wide and MoJ sustainability policy/strategy
  • Overseeing delivery of a range of work within the PTP identified in the Sustainability Statement of requirements and planning documents to feed into core projects.
  • Work closely with the project managers and workstreams and manage the delivery of sustainability activities within their project plans
  • Coordinate the subject matter experts in the Climate Change and Sustainability Unit (CCSU) to contribute to the deliverables of PTP where required according to the project plans.
  • Managing service providers directly in executing deliverables
  • Draft programme updates such as risks and issues, progress against deliverables.
  • Awareness raising and upskilling of PTP staff and stakeholders to recognise sustainability risks and opportunities; including delivering communication and engagement activities
  • Inform and guide the drafting of programme business cases to ensure sustainability is embedded in all five cases including the economic appraisal requirement; (Green Book environmental assessments: Natural Capital assessment, Climate Change Risk and Greenhouse gas emissions)
  • Actively engage stakeholders in all parts of the MoJ to support delivery of sustainability objectives and requirements within PTP.
  • Provide subject matter expert contribution to designing specification requirements, key performance indicator design, supplier response requirements, evaluation criteria and evaluation of bidder responses.
  • Participate in market engagement activities specialising in sustainability requirements of the procurement activities
  • Inform, provide materials and training to support the Property Directorate capability plan for ongoing and future management of sustainability requirements
  • Inform and guide the successful bidder(s) in the various procurement activities through their mobilisation phase ensuring effective planning and execution of sustainability requirements upon contract commencement
  • Ensure a there is robust document control within the sustainability workstream

EXPECTATIONS OF POST HOLDER IN EXECUTING THE ROLE

The role may involve occasional travel to MOJ/HO establishments throughout England and Wales.

The Climate Change and Sustainability Unit is a multidisciplinary Sustainability Team, responsible for the development and delivery of key MoJ sustainability objectives and programmes. The MoJ intends to be a sustainability leader within Whitehall, and as such, seeks high performing and highly motivated individuals to inspire and deliver meaningful environmental improvements. The unit work collaboratively across our areas of expertise to deliver positive environmental outcomes across a large range of themes including:
