Job Description
Encompassing an unparalleled geographic region in the heart of British Columbia, the Thompson-Nicola Regional District (TNRD) offers the best of both worlds. Headquartered in the City of Kamloops, the TNRD provides a wide range of local government services to the population of 144,000 living within its 11 diverse municipalities and 10 electoral areas.
Reporting directly to the Manager of Capital Planning and Projects, the Manager of Facilities is responsible for organizing, developing, coordinating, directing, and monitoring the repairs and maintenance of the facilities across the region. The Manager of Facilities will lead the relationships with all vendors, suppliers, contractors, and service providers by obtaining quotes, negotiating contracts and ensuring work is completed meeting required standards and specifications. They are also responsible for assisting in the planning, budgeting, and coordinating facility improvement projects, renovations, and upgrades. They will also develop and implement a preventative maintenance program to reduce the likelihood of equipment failure and extend the life of district assets. Other examples include:
- Leads and manages the Facilities Technician(s)
- Troubleshoots problems and issues, and recommends the best method for rectifying
- Ensure all facilities comply with safety regulations, building codes, and policies
- Maintains inventory of tools, equipment, and supplies
- Prepares and maintains records, reports, and documentation related to facilities operations
- Manages facility security including the City of Kamloops Community Services Officer contract and relationship
Job Requirements
REQUIRED EDUCATION AND EXPERIENCE:
- Minimum of 5 years of experience in facilities maintenance, building operations, or a related field, with at least 2 years in a supervisory role. Experience working in a municipal or regional government environment is preferred.
- Diploma or certification in facilities management, building operations, or a related field. A combination of education and relevant experience may be considered. Trades qualification would be an asset.
- Valid driver’s license and clean drivers abstract with the ability to travel to various district facilities as required. Must be able to pass a criminal records check. Availability for on-call for evenings and weekends.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of building systems, including HVAC, electrical, plumbing, and mechanical systems. Ability to read and interpret blueprints, technical drawings, and building codes.
- Facilities maintenance knowledge and skills.
- Knowledge of small equipment operations.
- Proficiency in Microsoft Office programs (Word, Excel, Power Point, Tempest, Access, Outlook).
- Proven ability to supervise, motivate, and lead a team of staff. Strong organizational skills and the ability to manage multiple tasks and priorities effectively.
- Excellent verbal and written communication skills. Ability to communicate effectively with staff, contractors, vendors, and other stakeholders. Strong interpersonal skills and the ability to build positive working relationships.
- Strong analytical and problem-solving skills. Ability to troubleshoot maintenance issues and develop effective solutions quickly.
- Experience in preparing and managing budgets, controlling costs, and managing contracts and vendor relationships.
- Knowledge of workplace safety regulations and best practices. Commitment to maintaining a safe work environment for staff and the public.
- Physical ability to perform general maintenance work, including climbing, lifting and crawling into spaces
- Ability to effectively gather relevant information to make decision recommendations
This is a non-union position, with a competitive compensation package being offered. The salary range for this position is $100,399 - $119,882.
