Description:

The Waste Treatment Centre and Associated Facilities (hereinafter referred to as the Facility) is subject to the terms of the CRL Site License, granted to CNL by the Canadian Nuclear Safety Commission (CNSC), and its operation and use have to comply with CNSC, provincial and federal regulations, as well as applicable codes and standards. Because of the potential risks associated with waste storage and handling, the Facility and its operation are reviewed by the Safety Review Committee with respect to Health, Safety and protection of the Environment (HSSE & Q). The Facility Manager, Waste Treatment Centre (WTC), is accountable to the WTC Facility Authority to ensure that regulatory, safety, environmental, quality, emergency preparedness, and future planning requirements are met. The responsibility includes all facilities stated in the WTC Facility Authorization Document and also a non-licensed facility, B217 (Rod Bay Water Storage).

Responsibilities:

  • Ensuring the Facility is operated in accordance with the most recent CNL approved revision of the Safety Analysis Report (SAR), WTC GDI, and the Facility Authorization document.
  • Ensuring adequate technical support for the Facility operations.
  • The appointment of all direct operating personnel.
  • The appointment of the Nuclear Criticality Control Officer (NCCO).
  • Approving Facility specific operating and work control procedures and any departure or deviation from approved procedures.
  • Ensuring that unplanned events are investigated and internally reported.
  • Authorizing return to normal operation after events where causes cannot be determined or corrective action cannot be completed immediately.
  • Ensuring minimum staffing complement.
  • Approving all modifications.
  • Ensuring the Facility is operated in accordance with the most recent CNL approved revision of the Safety Analysis Report (SAR), WTC GDI, and the Facility Authorization document.
  • Obtaining criticality approvals and ensuring compliance.
  • Approving integrated work control documents for the maintenance of safety-related systems.
  • Approving non-routine operations, experiments and Facility modifications.
  • Approving activities involving setting or serviceability of alarms or systems affecting Facility safety.
  • Reviewing completed TAC permits to verify that systems and equipment important to safety have been adequately tested.
  • Reviewing and approving all experimental/non-routine work proposals submitted to the Facility.
  • Approving scope changes, within the limiting conditions for safe operations, to approved experimental/non-routine proposals.
  • Managing and controlling of records in the WTC per Records Management.
  • Defining formal interfaces and communication needs within the Facility.
