PROJECT SUMMARY:

The USAID/OTI Colombia Program seeks to address emerging factors of instability through support to the Government of Colombia (GOC) and communities for robust peace accord implementation, thus helping to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country’s biggest problems to include rural insecurity and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post- accord drivers of instability and support for piloting innovative solutions. The program will also focus on increasing the capacity and co-responsibility of both GOC and community actors for accord implementation.

POSITION SUMMARY:

The Field Logistics Officer (FLO) will support the field teams’ and grantees’ logistical and administrative needs, assisting with grants administration and local procurement. The FLO will assist with rapid assessments, supports procurement, and collects situational and security information. Traveling frequently within their assigned area, the FLO will also provide direct support to grantees that are implementing complex or first-time grants and assist with monitoring and evaluation (M&E) on an ongoing basis. The position is a fixed-term labor contract.

QUALIFICATIONS:

  • High school diploma required. Bachelor’s degree in social sciences or related field optional but not required.
  • Minimum two years of field experience with the provision of logistical and administrative support to development, humanitarian or transitional projects in communities affected by conflict is required.
  • Experience working in such roles with USAID projects, specifically OTI, is a plus but not required.
  • Ability to handle a high volume of priorities, events, and projects, stay organized, and ensure follow-through on activity needs.
  • Ability to work effectively and collegially under pressure in a stressful environment and with colleagues from different backgrounds.
  • Strong communication, problem-solving, and service-oriented skills required.
  • Fluency in Spanish is required.

Responsibilities:

  • Liaise routinely with field teams and Grants Specialists to assist in maintaining communication
  • with grantees and following up on any needed communication or documentation.
  • Liaise routinely with Procurement Specialists to confirm the delivery of goods and services to grantees and to report any issues related to procured goods.
  • Monitor ongoing grants, which include attending activity events, gathering information requests, writing updates and reports on grant impact and progress, and attending coordination meetings for grant activities.
  • Assist the Grants Specialist and Procurement Specialist with processing grantee paperwork when needed and monitor the grantee to ensure that grant implementation adheres to the grantee concept and timeline.
  • Provide technical assistance to potential grantees as required during the grant’s preparation stage, including grant application and grant budget preparation.
  • Organize regional meetings with grantees, focus groups, community leaders, and members.
  • Contribute pictures and supporting documents to the grant file.
  • Support the M&E Officer in the collection of raw data for input into the database.
  • Coordinate project events, conferences, and activities, including site selection and logistics.
  • Perform other tasks as requested by the Chief of Party and the Deputy Chief of Party as well as the supervising Program Development Officer.
  • Contribute to the project’s security network by coordinating any information about security/travel issues with the Security/Logistics Officer.
