Description:

JOB SUMMARY

The Finance and Compensation Analyst will support and advance the organization’s mission and goals including compensation, education reform, and advocacy for racial and social justice. The successful incumbent will focus on building strong local associations as well as strengthening the ability of locals, UniServ Councils, and the state association to advocate for members.
The incumbent will accomplish these goals by developing, refining, and delivering the Washington Education Association’s (WEA’s) compensation and finance program The incumbent will support the WEA’s bargaining program, including the delivery of information useful in bargaining and organizing to staff and leaders. Necessary activities will include information gathering and analysis, strategy consultations, and organizing and bargaining, where appropriate.
This position serves Washington state and involves frequent statewide travel. The incumbent must reside in Washington state and an appropriate office location will be determined depending on their current location.

MINIMUM QUALIFICATIONS:

  • Relevant bachelor’s degree or equivalent experience.
  • Knowledge of a variety of collective bargaining methods (e.g., traditional and positional and interest-based).
  • Computer skills including proficiency with applications such as Word, Excel, PowerPoint, Access, and with on-line research.
  • Demonstrated expertise in modeling complex information in Excel or similar software, with specific focus on ensuring the accessibility of detailed data in a user-friendly format.
  • Solid interpersonal skills with the ability to work collaboratively with diverse groups of people.
  • Demonstrated history and/or experience working with communities of color and/or with historically underrepresented groups.
  • Demonstrated ability to work on a team, ability to manage multiple projects, complex demands, expectations, and priorities under pressure.
  • Demonstrated ability to instruct large and diverse groups on complex issues and facilitating groups and individuals.
  • Demonstrated ability to translate large datasets into useful, accessible information and present such information in a balanced and professional manner.
  • Demonstrated ability to read, review, analyze, and summarize research data while assessing for accuracy and quality.
  • Experience with or training regarding Washington’s school funding system or school and public finance in general.
  • Ability to work with numbers with accuracy, balance, and integrity.
  • Knowledge of and familiarity with collective bargaining or statutory language, particularly around compensation.
  • Excellent communication skills.

PREFERRED QUALIFICATIONS:

  • Relevant master’s degree or equivalent experience in a progressively responsible fiscal role.
  • Knowledge and understanding of education employee salary schedules, salary rules, and regulations.
  • Experience in or with school employee unions, other labor unions, and/or other labor relations experience, or an education in labor relations.
  • Experience with the collective bargaining process and the use of research and data in that effort.
  • Experience with both sustained and short-term issues organizing campaigns.
  • Experience using poll and survey information in setting and implementing strategy.
  • Demonstrated ability to work with others in setting and implementing bargaining and organizing strategy.

Responsibilities:

  • Train staff and leaders regarding school finance, bonds and levies, school employee compensation, school district funding, and using data in bargaining and organizing.
  • Analyze budgets, compensation packages, and other financial aspects of public education institutions (e.g., K-12 schools, colleges, and universities).
  • Translate data into information useful throughout the Association to demonstrate the need of students, staff, and communities.
  • Present comparability and ability-to-pay data accurately and effectively.
  • Provide field staff support around bargaining, organizing, crisis interventions, and political action.
  • Provide research for school finance litigation.
  • Analyze research prepared by others for use in setting Association strategies.
  • Analyze and prepare contract language related to bargaining compensation and budget-related issues.
  • Establish and maintain positive working relationships with members, associates, managers, and appropriate governance leaders.
  • Collaborate with other state Associations, the National Education Association (NEA), academics, and non-Association entities on research projects.
  • Frequent statewide travel.
  • Out-of-state travel may be required.
  • Regularly attend WEA staff meetings.
  • Complete other duties and responsibilities as assigned.
