Kingston Home Base Housing is a non-profit company that has been operating for over 30 years and has about 80 full-time employees. The core services of the organization are providing Shelters and Housing to clients who are homeless or at risk of homelessness. We also provide day services to youth, families and single adults. The annual operating budget is approximately $8 million.

POSITION SUMMARY

The Manager of Finance and Human Resources is responsible for coordination, supervision and delivery of financial accounting, human resources and information technology services for the staff. The Manager reports to the Executive Director.
The department has 3 Support Staff.
Accounts Receivable, Accounts Payable, Payroll and Human Resources.

JOB QUALIFICATIONS

· University degree or college diploma plus professional accounting designation track or the equivalent combination of education and work experience.
· 5 years of progressive responsibility in a senior financial position
· Strong interpersonal and communications skills
· Experience managing a staff team

Responsibilities:

ABOUT THE ROLE

Due to an upcoming retirement, Kingston Home Base Housing is looking for a Manager of Finance & Human Resources.

GENERAL DUTIES

· Supervise staff doing receivables, payables, payroll and human resources functions
· Oversee Information Technology operations and requirements
· Coordinate the annual budget preparation
· Analyze current expenditures and forecast future financial requirements
· Prepare monthly financial statements
· Record any capital expenditure on buildings or major equipment
· Prepare working papers for the annual financial audit and collaborate with the external auditors
· Perform other duties as assigned by the Executive Director

SPECIFIC DUTIES

Supervise the accounting and human resources staff of the organization by:
· Maintaining a system of internal financial controls and accounting procedures.
· Negotiating banking services; establishing and maintaining operating and investment accounts; preparing and depositing cash, cheques and money orders; completing monthly bank reconciliation.
· Supervising 3 staff who are performing the following activities.
o Employee payroll and expense claims
o Employee benefits and deductions including
health insurance, EI, CPP, T4’s, RRSPs and other related obligations.
o Monthly submission of Employer Health Tax (EHT)
o Changes to benefits as required
o Personnel files and vacation data files updating
o Keeping current with payroll laws and regulations
o Calculating tenant rental charges as per RGI: rent-geared-to-income
o Annual review of all tenants to determine rent subsidy eligibility
o Processing employee work-related mileage reimbursements
o Petty cash and corporate credit card expenses
o Providing Letters of Employment to employees as required
· Providing regular reporting of financial results and issues to the Executive Director, Board of Directors and Financial /Audit sub-committee or the Board
· Monitoring all investment accounts
· Calculating all required reserve transfers
· Preparing capital expenditure reports
· Managing payables by verifying approvals and allocations. Signing cheques.
· Arranging any insurance and credit needs
· Maintaining the general ledger
· Monitoring expenditures against budget
· Preparing cash flows and financial forecasts
· Schedule and coordinate all year-end activities including: preparing working papers for the auditor; preparing year-end reports for appropriate funders and government agencies; meeting with auditors, senior staff and the Board of Directors in relation to annual audit requirements.
Supervise statutory and contractual relationships for the organization by:
· Providing quarterly statements of vacation and personnel leave records
· Audit and approve all payroll information using Ceridian Dayforce and Power Pay
· Filing HST returns and Funding Reports
· Negotiating and monitoring organizational contracts including insurance, leases, contractors and specific funding contracts as required.
Work with our external IT service provider to:
· Maintain the necessary IT security protection
· Keep the software and hardware systems current
· Ensure that all computer data and files are regularly backed up and safely stored.
Carry out other duties as required by:
· Ensuring that the accounting filing systems are well organized and up-to-date
· Researching comparative financial data for various staff/programs of the organization
· Attending Board meetings and the Financial \ Audit Sub-Committee as required, to explain the financial results, forecasts and related issues.
· Participating on various committees as required.
· Attending professional development seminars and conferences.
