WHO WE ARE SUPPORTING

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

Essential Skills and Experience

  • At least 5 years of administrative & financial support experience including at least 1 year of experience in management of project funds, preferably, in services, non- manufacturing, or public sectors
  • Have professional experience in accounting, including management of project funds;
  • Possess good organisational and programme planning, implementation and monitoring
  • skills in coordinating diverse strands of work;
  • Possess excellent drafting and proofreading skills and be able to communicate clearly and logically;
  • Experience in organising conferences and events;
  • Knowledge of, and experience in, financial administration;
  • Excellent communication skills, including excellent drafting and proofreading skills and an ability to communicate clearly and logically;
  • Excellent independent judgement (for example, in deciding how to respond to or redirect messages and schedule requests);
  • Exercise discretion and when provided with access to sensitive information;
  • Demonstrate strong time management and prioritization skills when organizing own work and facilitate the work of others;
  • Demonstrate knowledge of, and experience in, financial administration;
  • Have a demonstrated knowledge and experience in the use of International Public sector Accounting Standards (IPSAS), International Financial Reporting Standards (IFRS), or equivalent accounting standards;
  • Have advanced knowledge of MS Word, MS Excel, and MS PowerPoint;
  • Have working knowledge of Microsoft Project and SharePoint;
  • Have experience in the use of ERP systems such as Oracle E-Business Suite

Education

  • Possess a valid professional, officially recognized, accounting certification; Possess a university degree in any of the following domains: Business, Accounting, project management or equivalent;
  • Possess a university degree in any of the following domains: purchasing, supply, economics, or engineering or equivalent

Responsibilities:

  • Provide administrative support to the Resources and Portfolio Management Team(CAP);
  • Support the planning, implementation and monitoring of the trust fund projects and civil budget projects;
  • Support the preparation of status of funds reports for presentation to trust fund Steering Groups;
  • Answer enquiries and incoming calls. Draft/edit documents, project proposals, memoranda, cover letters to documents and briefings as necessary Administer the team schedule: arrange meetings and handle related details, such as travel arrangements, mission coordination and administrative tasks;
  • Document the organization’s procedures and key points of contact related to the trust fund and civil budget. Collect, categorize, and track relevant information required for various tasks and projects executed within the fund. Maintain well-structured paper and electronic filing systems;
  • Liaise and coordinate with numerous project partners, both within NATO (Delegations, International Military Staff (IMS), International Staff (IS) Divisions) and with outside customers. Maintain lists of internal and external contacts. Coordinate and provide support for conferences, meetings and visits;
  • Ensure that proper financial procedures are followed for all activities requiring funding and prepare the necessary financial documents; follow-up on activities to ensure that financial files are correctly processed, and maintain records of all financial transactions.
  • Assist in the preparation of financial figures for Project and Budget Implementation Plans.
  • Administer transactions in the NATO Enterprise Resource Management system;
