Description:

INTRODUCTION:

Our client is seeking an experienced Finance Business Partner to join their team on a temporary basis, providing coverage for a period of six months. The client faces significant financial challenges and is in the process of developing a long-term financial and recovery plan in alignment with their strategic framework. The successful candidate will work closely with the Integration Board and Health & Social Care Partnership leadership team to develop and implement an updated financial strategy, supporting transformational change within the partnership.

KNOWLEDGE, SKILLS, AND EXPERIENCE:

  • Degree-level education with postgraduate or equivalent qualifications.
  • Qualified accountant with at least 2 years experience in a relevant senior accountancy role post-qualification.
  • Extensive knowledge of financial management, budgeting, financial modeling, and annual accounts preparation.
  • Ability to communicate complex financial information clearly to both financial and non-financial managers.
  • Excellent interpersonal skills, with the ability to influence, negotiate, and engage employees at all levels.
  • Advanced IT skills, particularly in spreadsheet manipulation and financial data analysis.
  • Strong organizational and analytical skills, proven to meet deadlines and manage competing priorities.
  • Highly developed communication, report writing, and presentation skills.

Responsibilities:

JOB PURPOSE:

  • Lead the Financial Management service, ensuring strong budgetary control and providing professional financial advice to help the Health and Social Care Partnership (HSCP) meet its statutory financial targets.
  • Collaborate with HSCP partners to support strategic outcomes and translate financial results into management reports for the Joint Executive Team and Board.
  • Oversee the production of management and final accounts, including regular internal and external reporting.
  • Play a key role in financial planning, supporting the Chief Finance Officer (CFO) in preparing financial plans, business cases, and monitoring reports.
  • Provide strategic portfolio/project leadership and contribute to organization-wide development initiatives outside of functional leadership responsibilities.

MAIN DUTIES/RESPONSIBILITIES:

  • Serve as a full member of the HSCP Executive team, contributing to corporate decision-making and ensuring financial directions are implemented.
  • Provide financial advice and information related to all financial arrangements, influencing senior managers and implementing strategies to meet statutory financial targets.
  • Assist service managers in designing, delivering, and reporting on recovery plans.
  • Coordinate and consolidate financial reports for the client, ensuring accuracy and timeliness.
  • Develop and maintain costing systems, providing benchmarking information and ensuring compliance with Scottish Government requirements.
  • Oversee financial reporting across HSCP, ensuring budget holders receive accurate budget monitoring statements.
  • Contribute to financial strategy development, addressing funding uncertainties and financial risks.
  • Take a strategic lead in organization-wide development initiatives and identify opportunities for best practice and technological advancements.
  • Foster a customer-oriented approach and work effectively with interdependent functions and agencies to support service delivery and development.
