FINANCE OFFICER (HOUSING)

Employer: Medway Council
Salary: Range 3 - £24,525 - £29,268 per annum / pro rata
Location: Hybrid – Works part in the office (Gun Wharf) and part from home
Contract: Permanent

We are currently recruiting for a Finance Officer (Housing) you will be processing invoices and orders in accordance with council procedures for a range of services received including but not limited to Repairs and Maintenance, Estate Services Tenancy Services and HFIL ensuring expenditure is against appropriate budget codes.
Monitoring payments to all suppliers, ensuring all invoicing is correct, and investigating with suppliers where anomalies such as potential overcharges are identified.
Preparing and providing statistical and financial data to management for the purposes of budget management/forecasting, service charge setting and other reasons as necessary.
Assisting Managers with cost codes, budget enquiries, budget monitoring enquiries and service charges as required.
To be lead Officer for providing financial advice, information and administrative support in the Housing Service, including assistance as required during budget and service charge setting and year end closure processes.
To manage and produce reports in relation to the open book accounting mechanism for the responsive repairs and estate services contracts.
To support the management of the Housing ICT database, to ensure that it is maintained to accurately account for all transactions in relation to the rent roll.
To prepare develop and “run” all necessary year end processes on the Housing Management System (NEC) to consolidate the end of year accounting function and reset all rent accounts to reflect the annual rent increase.
To ensure all utilities relating to the HRA and Cuxton (traveller site) are appropriated and paid on time.
To manage and monitor the overall invoicing processes and efficient and effective payment arrangements of all Housing Services invoicing.
To monitor and undertake forecasting for the HRA Housing Centralised Support Budgets on at least a quarterly basis for Council monitoring.
