JSI implements the Tuberculosis Implementation Framework Agreement (TIFA) Project, a cooperative agreement funded by the U.S. Agency for International Development. TIFA is a key component of the USAID Global Accelerator to End TB and the journey to self-reliance. TIFA focuses on enhancing collaborative, locally-led efforts to build countries’ capacity to plan, finance, monitor and sustain their own high-quality TB programs. The overarching goal for TIFA is to strengthen and sustain country ownership and accountability by directly supporting national TB programs, empowering local government entities, and advocating for additional domestic resources for TB.
The Finance & Operations Officer (FO) will work closely with the Finance and Operations team providing support to US- and country-based staff and consultants in the areas of administration, finance, and operations per JSI protocols. The FO will work under the supervision of the TIFA Director of Finance & Operations.

QUALIFICATIONS

  • Bachelor’s degree in Business, Accounting, or related experience in international development.
  • Minimum of 2-3 years’ experience providing finance and operations management support.
  • Other Knowledge, Skills, and Abilities
  • Proven ability to work well as part of a team;
  • Ability and interest to provide detailed financial support and accounting for overseas projects, including budget development/tracking experience;
  • Demonstrated organizational skills and attention to detail and quality;
  • Demonstrated interpersonal and cross-cultural communication skills;
  • Demonstrated time management/task prioritization skills;
  • Ability to work independently and in groups, to manage multiple tasks concurrently, and to meet deadlines;
  • Experience working with Microsoft Excel, Word, and PowerPoint
  • Working knowledge of Quickbooks Accounting Software is preferred
  • Familiarity with Google Suite, including Gmail and Google Drive;
  • Interest in learning about global health and other international development issues;
  • Fluency in written and spoken English.
  • Willing and able to travel internationally, if needed.

Responsibilities:

  • With oversight from the F&O Director, prepare and track project and country budgets, including working with country teams to update and review country budget tracking sheets;
  • Manage vendor contracts and consulting agreements, including document preparation, timely submission of purchase orders, expenses reports, and payments to vendors, consultants, and subcontractors, including working with the grants team and processing grant invoices;
  • Support procurement processes including the development of scopes of work, requests for quotations/proposals, review of received offers/proposals and processing of procurement award documentation; Work in collaboration with TIFA country team members to support any country office financial, administrative, or operational management issues that arise;
  • Manage HR tasks for TIFA country-based staff, including recruitment and onboarding of new staff, monthly staff list submission and monitoring anniversary dates;
  • Support TIFA’s country-based offices’ financial and administrative backstopping tasks, including preparation of routine financial reports and invoices, cash flow requests, and review cost vouchers and invoices for proper documentation in line with JSI policies and donor requirements;
  • Work in collaboration with communications staff in the preparation of quarterly and annual reports;
  • Assist with project administrative tasks including scheduling meetings, taking minutes, and other meeting logistics; Maintain F&O electronic files, including quarterly submissions to the USAID Development Experience Clearinghouse;
  • If requested, support the development of cost proposals including budget preparation, cost inputs, and math checks;
  • Support project/office start-up and close-out as assigned;
  • Other tasks as assigned.
