Description:
REQUIREMENTS:
- An undergraduate university degree in a relevant field of study
- Three (3) to five (5) years financial analysis experience, with progressive leadership responsibilities, ideally in a hospital or the health care sector
- Proficiency in Microsoft Excel, Word, PowerPoint and Outlook.
- SQL/BI/dashboards/database knowledge.
- Demonstrated proficiency in quantitative and statistical analysis.
- Demonstrated effective communication and interpersonal skills with all levels of staff.
- Exceptional communication skills – verbal, written, report-writing and presentations; negotiation and facilitation skills;
- Proven ability to effectively engage stakeholders, understand business objectives, develop performance metrics and design analytical tools/reports tailored towards stakeholder needs while drawing valid conclusions.
- Sound organizational and planning skills with the ability to multi-task and meet conflicting deadlines.
- Detail oriented but able to quickly grasp the big picture.
- Ability to exercise a high degree of professional judgement in an objective and effective manner.
- Demonstrated ability to lead effectively and create a high-performance culture that facilitates growth and development within a team environment
Responsibilities:
- Ensure the Ontario Case Costing submission to the MOH is in accordance with provincial OCCI standards.
- Collaborate with team members in Finance, Decision Support, Health Information Management (HIM), IT and other key stakeholders to optimize data quality and ensure data integrity between financial, statistical and clinical data.
- Coordinates and manages the financial implementation of various initiatives to ensure compliance and statistical reporting requirements.
- Develop and communicate case costing reports and dashboards using database reporting software and other reporting solutions to support decision making, resource utilization and optimization.
- Coordinate, analyze, interpret and present case costing data as required for both internal and external stakeholders and committees
- Collaborates with other leaders in reviewing, analyzing and validating proposed business cases, medical planning proposals and impact analysis, using case costing and statistical data, to mitigate financial risk to the Hospital including impact to future funding and maintains tracking of financial metrics for evaluating performance.
- Provides in-house expertise and education including any potential funding impact on the OCCI, Ontario Cost Distribution Methodology (OCDM), Management Information Systems (MIS) reporting and other reporting/costing tools utilized by the MOH, Ontario Health and/or other stakeholders.
- Educates staff and management regarding Health System Funding Reform, Quality Improvement Plan, and other clinical methodologies, including recommendations to enhance quality of care and optimize funding performance.
- Utilize benchmarking methodologies to analyze operations and identify areas of potential opportunities, working in close partnership with organizational stakeholders.
- Support the maintenance, improvement, and presentation of program scorecards and dashboards, performance indicators and ad-hoc reports for various users and user groups within the organization
- Manage, budget, track and forecast funding from the MOH/Ontario Health including the preparation of monthly and year-end end journal entries, reconciliations to funding confirmations and audit requests.
- Provide leadership with program activity and volume projections and monitoring regarding achieving PCOP and QBP targets as well as utilization resource management.
- Participate in the review of the quarterly Self Reporting Initiative (SRI) and MIS submissions, and analyze the OCDM results to ensure the Hospital is optimizing reporting to maximize funding and data quality
- Prepares various MOH/Ontario Health and other reporting requirements for management review
- Manage and ensure external data submissions and reports are submitted in a timely manner
- Keep abreast of changes in MOH/Ontario Health funding, the Ontario Health Reporting Standards (OHRS), Generally Accepted Accounting Principles (GAAP), Canadian Public Sector Accounting Standards (PSAB), Health, Business Intelligence and Information Management
