YOU’LL HAVE THE FOLLOWING SKILLS AND EXPERIENCE
- You will be a Qualified Accountant.
- Experience of working in a regulatory environment, or a central finance role is desired (but not essential if willing to learn fast!), at Manager level or above.
- High financial, analytical, and reasoning skills.
- Excellent communicator of complex messages, in to clear financial and operation narratives.
- Experience of positively influencing business decisions by using data, narrative, and analysis to inform decision making.
- Pragmatic team player, adept at holding others to account through a challenging and supportive leadership style, whilst consistently delivering on own commitments.
- Leading, championing and managing conflicting priorities with ownership of successful delivery of key financial deliverables.
- Ability to manage stakeholders across the Executive team.
- Leading and coaching others both within own team and elsewhere, formulating in-depth knowledge and advising on own specialist area.

Responsibilities:
WHERE DOES THE ROLE FIT?
- This role is within Central Finance in Openreach. The role reports directly to the Senior Manager, Finance - Regulatory and Statutory Reporting
- The role holder is an expert in financial analysis and modelling, and alongside a clear understanding of the wider business, the Financial Analysis Manager is able to provide advice and council on financial impacts and analysis for key projects and decisions
- This role has a broad remit of responsibilities, including:
(i) Financial analysis of a wide range of financial and operational data sets to provide data inputs and insights
(ii) Business partner to Openreach Regulatory Affairs, Pricing and Group Competition Finance
(iii) Financial lead on the pricing compliance; cost modelling; risk monitoring; and reporting
(iv) Support the Group Competition Finance team in implementing the methodology changes in the regulatory financial statements
(v) Support the Commercial Pricing Team and the wider Openreach Finance Team in assessing the impacts of pricing decisions by providing accurate modelling of returns across various markets, products and services
(vi) Support the Regulatory Affairs Team in strategic business cases and/or impact analysis of claims/disputes
- The role involves significant levels of senior stakeholder engagement. The role holder has regular direct interaction with the CFO, Managing Director of Regulation, and Group Regulatory Finance Director
WHAT WILL YOU BE DOING?
- You will be part of the Openreach Regulatory and Statutory Finance Team, consisting of the Senior Manager and 4 Finance Managers and Finance Analysts
- You will be responsible for financial analysis - providing support and producing key financial insights/measures on the past and future performance of Openreach. This includes analysing Openreach’s Return on Capital Employed, and providing a link and input into any strategic business cases
- The team is a key business partner to different areas of Openreach and BT Group where Finance expertise is required:
o Group Competition Finance: to ensure the Regulatory Financial Statements (RFS) are fit-for-purpose and an accurate representation of the Openreach activities across the relevant period. This includes reviewing the RFS, ensure any significant year-on-year movements are justified and explainable and helping to bridge the operational understanding to the regulated statements
o The Commercial Pricing team: to ensure key inputs from the RFS are calculated, analysed and used appropriately in any pricing decisions.
o The Openreach Regulatory Affairs team: to generate the financial analysis to support discussions/lobbying with Ofcom (for example, analysis of cost-based charge controls)
- You will be producing business cases for regulatory decisions, potential regulation impacts, or points of potential or active debate and influence with the regulator
