Responsibilities:

  • Perform or advise on work in any phase of budget administration.
  • Analyze, interpret, and present data, and recommending costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
  • Implement legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
  • Process various types of funding documents (i.e., NC2276, NC2275, D01348, 00448) and reviews financial documentation (to include Contracts, invoices, FADs) to ensure transactions are properly recorded and documented.
  • Perform substantive/audit testing on Assessable Units (AUs) such as Civilian Pay (CIVPAY), Funds Receipt and Distribution, Temporary Duty (TOY), Equipment assets and Contract Vendor Pay.
  • Provide risk mitigating strategies to Command Directors and Managers to minimize the potential impact to the command.
  • Prepare audit reports/working papers, detailing result of audit, findings and recommendations and submitted reports to Command
  • Preform site-visits/spot checks to ensure programs are in compliance with DoD Financial Management Regulation, DoD Financial Improvement and Audit Readiness (FIAR) Guidance and Standard Operating Procedures (SOPs).
  • Lead change management activities and collaborate with multi-disciplinary teams to influence organizational change.
  • Develop training aids and SOPs. Interpret and implement financial statutes and regulations (i.e., DoD FMR 7000.14-R, Joint Federal Travel Regulation (JFTR)) and guidance and SOPs.
  • Utilize operational financial systems.
