Description:

QUALIFICATIONS

Demonstrated ability (i.e. experience) to perform the duties of this position using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP) which include, but are not limited to: developing financial policies, plans and fiscal operating procedures; planning, formulating and preparing operating budgets; verifying and revising program and budget data based on requirements, goals and objectives and preparing financial reports of an operation to include budget variance analysis and cash flow projection.

BEST QUALIFYING CRITERIA:

  1. Candidate must possess team/relationship building skills, with proven success working across organizational lines. This should be evidenced by leading cross-functional teams and/or project teams to common goals or outcomes.
  2. Candidate must possess specialized experience, preferably at garrison and one higher level, in Financial Management of combined APF and NAF funding sources for FMWR programs.
  3. Candidate must possess knowledge of and five (5) years experience with FMWR Common Support Functions, to include IT, CPMC, NAFMC, Marketing and asset management. Resume must demonstrate a minimum of 3 years’ experience with most NAF Support Functions, preferably at both garrison and one higher level (region, MACOM, HQ).
  4. Candidate must demonstrate the ability to continuously evaluate and assesses financial data to identify potential problem areas, provide objective assessments, prioritize issues and take appropriate actions ensuring key issues are promptly reported to Senior Leadership. Candidate regularly prepares, coordinates, and delivers financial briefings and presentations, with regard to standards and metrics, at the senior level.
  5. Candidate must possess a minimum of 5 years leading teams. Resume should demonstrate the full range of supervisory functions for teams at the NF-04/05, GS-13/14/15 or equivalent levels.

Responsibilities:

  • Serves as Financial Management Specialist for the Installation, Morale and Recreation Fund (IMWRF) at a large installation, MACOM, or HQDA.
  • Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities.
  • Plans, formulates, and prepares operating budgets. Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets.
  • Researches, verifies, and revises program and budget data. Develops standard operating procedures for safeguarding cash and fixed assets.
  • Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives. May supervise subordinate staff. Performs the full range of supervisory responsibilities.
