Description:
OVERVIEW
The Cannabis Control Board (CCB) is seeking a skilled and motivated individual to join our collaborative and dedicated team in the role of a Financial Manager I. The main functions include handling the day-to-day accounting operations of the Business Office, assisting the Director of Operations in creating documented processes and procedures using best practices from the Department of Finance and Management, and implementing workflows for Accounts Receivable and Accounts Payable. This role also involves facilitating vendor communications to manage electronic payments through various application systems, reviewing and following Administrative Bulletins 3.4 and 3.5, and reporting all Fund activities at the end of the fiscal year. Additionally, the Financial Manager will manage CCB deposits, reconcile all electronic payments made to CCB Programs, and ensure adherence to best practices for the Accounts Payable process.
Other tasks include contract management, including executing payments against contracts, ensuring that all CCB assets are documented and assisting the Director of Operations in tracking and completing the Self-Assessment of Internal Controls (SAIC). This role also involves supporting the Director of Operations in Year End Closing activities outlined by the Department of Finance and Management, tracking expenses throughout the year, ensuring adherence to the annual budget, alerting the Director of Operations and Executive Director when spending authority is needed, and executing the ERR process if required. The Financial Manager will track revenues for all Programs and work with the Department of Taxes regarding any reporting needs. Where applicable, this position will help create and include performance goals, baselines, and safeguards for all business office procedures and identify where financial data can be captured from Programs. Performs other duties as assigned to support the work of the Operations Team.
The CCB is a small agency with a big mission; becoming a member of this team requires enthusiasm and a strong work ethic. This position is based in the CCB’s fast-paced and in-person office environment in downtown Montpelier. Telework up to 2 days per week could be available.
MINIMUM QUALIFICATIONS
Bachelor’s degree in accounting or a bachelor’s degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

Bachelor’s degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
Associate’s degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One year as a Financial Administrator III with the State of Vermont.
OR
Certification as a CPA.
PREFERRED QUALIFICATIONS
For some positions preference may be given to applicants with supervisory or management experience.
SPECIAL REQUIREMENTS
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
