This competition may be used to fill current and future positions at the Financial Officer 2 (FI2) classification throughout various departments.
Manitoba Transportation and Infrastructure is filling two Financial Officer 2 (FI2) positions. One position is within Administrative Services in Engineering and Technical Services and one position is in Motor Carrier within Transportation Operations.

Conditions of Employment:

Qualifications:

Essential:

  • Post-secondary education in the field of Finance, or other formal accounting training or equivalent combination of education and experience.
  • Experience performing accounting transactions including accounts payable, reconciliations, creating financial reports and/or maintaining financial records.
  • Experience interpreting and applying financial administration policies, procedures and regulations.
  • Strong analytical skills and the ability to identify and solve problems.
  • Strong verbal communication skills with the ability to communicate information to all levels of the organization.
  • Excellent written communication skills with the ability to effectively prepare financial information in a clear and concise manner.
  • Excellent organizational and time management skills, including the ability to work on several projects simultaneously in order to meet strict deadlines.
  • Ability to work independently, using own discretion and demonstrating self-motivation and initiative.
  • Strong interpersonal skills, with the ability to collaborate and maintain effective working relationships with various stakeholders such as government, non-government, industry, and resource users.
  • Experience and proficiency with Microsoft Excel.
  • Experience in financial management including expenditures, preparation and monitoring of budgets and cashflows, analysis and ad-hoc reporting.

Desired:

  • Experience in managing and providing administrative functions to support day to day operations.
  • Experience with SAP financial management modules or other complex financial systems.

Duties:
The Financial Officer is responsible for managing the day-to-day financial accounting requirements of mid-divisions within Department of Transportation and Infrastructure. This includes oversight and management of all disbursements, revenues and assisting with the development of budget preparation, reporting, and analysing cashflows and variance explanations. This position is responsible for implementing Corporate Services (Finance and Administration) comptrollership initiatives throughout the mid-division and acts as a financial resource. The Finance Officer within Motor Carrier provides additional coordination and oversight of, and ensures administrative consistency within the mid-division.
