Description:
The successful candidate will undertake the Role and Responsibility of Fire and Safety Lead as set out in HTM 05-01 or any subsequent updates.
To manage all aspects relating to fire safety and health & safety within the Trust across all sites in order to provide, as far as practicable, a safe environment for patients, visitors and staff.
To provide expert advice and guidance to managers and staff at all levels within the Trust. Act as a focal point for the management of safety issues.
To ensure good standards guidance and legislative compliance of fire safety are implemented and maintained within the Trust.
The successful candidate will provide technical expertise to the Head of Estates to enable their duties to be fulfilled effectively.
To ensure the delivery of Safety Training to all Trust staff, developing a Safety Training Needs Analysis and Safety Training Packages for all staff groups.
To identify Safety priorities and inform the Trust Estate Capital Investment Programme. To work closely with Estates Managers to ensure all building, engineering, capital and operational schemes are designed to comply with Fire Safety standards, guidance building regulation, and HTM standards.
Post holder will also be required to undertake the role and responsibility of the trust Health & Safety Lead. This will include undertaking of Health & Safety risk assessments across the trust and advising the Head of Estates on Health and Safety matters.
Ø Provide professional safety leadership and management; serving the needs of Liverpool Heart & Chest Hospital (LHCH) and partner organisations, ensuring compliance with statutory requirements, codes of practice, Trust policies and procedures, Fire Code and other guidance e.g. HTM and HBN, Regulatory Reform (Fire Safety) Order 2005, Building Regs, British Standards and European Directives etc.
Ø Interpret and apply the provisions of complex Health & Safety legislation and regulations, and other associated guidance and ACoP’s to ensure Trust compliance.
Ø Advise on changes to fire and health & safety legislation and guidance where appropriate to ensure compliance to latest standards is achieved.
Ø Be part of the Estates Department Design Team, advising on matters of fire safety with the construction and /or alteration of Trust premises, and advise on the fire precautions necessary to meet Building Regulations and other national standards approval.
Ø Conduct Fire and Health & Safety risk assessments with prioritised recommendations for the improvement to safety measures.
Ø Support the review/investigation of H&S incidents and provide reports to various managers as required
Ø Manage programmes to meet statutory and mandatory training needs for all Trust personnel, and maintain records.
Ø Educate staff to take an active role in the identification and reduction of risk through induction, mandatory training, participation in risk assessment, and health and safety training.
