About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire Department (QFD) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses Queensland Fire and Rescue, Rural Fire Service Queensland (RFSQ), and supports other volunteer groups providing emergency response to Queenslanders.
Purpose of the role

Mandatory requirements

  • A current valid Blue Card (from Blue Card Services)
  • Current holder of Certificate IV in Public Safety (Emergency Communications Centre Operations); and
  • Have successfully completed training programs of the Communications Training and Professional Development Program’ (CTPDP) at the prescribed level

Highly desirable requirements

  • Graduate Certificate in Business (Public Sector Management) or equivalent

Responsibilities:

State Fire Communications is responsible for coordinating, managing, administering and delivering operational communications capabilities and value to the new Queensland Fire Department (QFD). The Executive Manager leads and manages frontline communication services across seven centres that provide operational frontline communications to the Queensland community and represents QFD at various working groups and committees to integrate national and state initiatives and enhancements to sustain and improve public safety communications.

  • Reporting to the Director, Fire Communications, you will be responsible for leading and managing the fire communication centres within the appropriate financial and human resources delegations. You will also be responsible for coordinating, informing, influencing, and supporting mission and business critical communications initiatives on behalf, and for QFD and deliver tangible, measurable outputs that is aligned with the program or operational outcomes. You will be responsible for the coordination and execution of state communications capabilities and functions delivered across multiple locations.

Key requirements
Applicants wishing to be appointed to a position of Fire Communications Executive Manager must provide evidence of or successfully completed the following:

Mandatory requirements

  • Current holder of Certificate IV in Public Safety (Emergency Communications Centre Operations); and
  • Have successfully completed training programs of the Communications Training and Professional Development Program’ (CTPDP) at the prescribed level.

QFD Applicants

  • Have successfully completed all the requirements for Fire Communications Manager qualifications and maintained the operational competencies appropriate to the rank of Fire Communications Manager within the State Operations Directorate of QFD.

External Applicants

  • External applicants must have significant recent knowledge and practical Fire Communications and organisational management experience within an emergency service or fire management agency and be able to demonstrate their ability to meet the requirements of the role.
  • Consideration of external applications will be at the discretion of the Commissioner QFD.

Highly desirable requirements

  • Graduate Certificate in Business (Public Sector Management) or equivalent.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Provide a point of escalation for staffing issues relating to the effective delivery of services through the best utilisation of human, financial and capital resources of the Fire Communications Centres, including deployments, recruitment and selection, rostering, training, performance assessment and development of staff.
  • Contribute to a collaborative inter-agency and cross-sector approach to policy development and best practice advancements such as publications from AFAC, Collaborative Coalition for International Public Safety and Australian Communications and Media Authority,
  • Represent QFD, where required upon delegation from the Director, Fire Communications on communications committees to ensure the department’s interests and outcomes are prioritised.
  • Lead the implementation of innovative and technological improvement opportunities and initiatives to enhance QFD’s digital capability and communications strategies for frontline operations.
  • Identify and manage the expectations and issues of networks and stakeholders, including identifying possible political and high risk matters to ensure they are dealt with in a timely and professional manner.
  • Coordinate, manage and empower operational subject matter experts to deliver and support program deliverables and objectives.
  • Lead, negotiate, and resolve complex issues, manage competing priorities, and provide sound organisational and planning advice relating to strategic frontline communication system programs and initiatives.
  • Develop and implement policies, guidelines, processes, and procedures relating to fire communication centres and operational communications for a range of audiences.
  • Lead and manage a multi-disciplinary team, fostering teamwork and managing financial and human resource activities, including ongoing support, and mentoring of communication operators and development of staff through performance, planning and review.
