Description:

REQUIRED QUALIFICATIONS:

Minimum education/experience
Qualifying candidates will meet one of the following criteria options:

Option 1:

  • A master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant

Option 2:

  • A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Two (2) years of relevant professional experience.

Option 3:

  • An associate degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Four (4) years of relevant professional experience.

Option 4:

  • Six (6) years of relevant professional experience.

PREFERRED QUALIFICATIONS:

  • Two (2) years of experience using a complex computerized accounting system and a management database reporting module.
  • Two (2) years of experience in performing general ledger reconciliations.
  • Knowledge and experience using Agency Financial Reporting Systems (AFRS) and Enterprise Reporting.
  • Intermediate spreadsheet software knowledge and experience. Must possess the skill to create, modify, print and format spreadsheets and work with formulas and functions.

Responsibilities:

SOME OF WHAT YOU WILL DO:

  • Review, analyze, verify, and correct complex accounts payable, accounts receivable, accruals and general ledger records.
  • Perform financial review and analysis of complex contract payments on a monthly basis to ensure accuracy of expenditure data; this includes the historical trend analysis for contract expenditures accruals and accordance to term and conditions; and compliance with state and federal rules.
  • Independently analyzes invoices for accuracy, contractual compliance, accurate account code, proper fiscal signature approval is provided, and invoice dollar amounts are correct.
  • Serve as a subject matter expert for the fiscal oversight and monitoring of the HCA-Health Benefit Exchange (HBE) service level agreement. Tasks include frequent interactions and meetings with HBE staff.
  • Review of HBE invoices for accuracy, completeness and compliance with state and federal rules and regulations.
  • Monitor fund 17T activities including revenue, expenditures, and general ledger balances.
  • Report any fund balance or general ledger issues to accounting management.
  • Analyze and interpret general ledger balance for assigned administrative accounts.
  • Independently analyze and reconcile general ledger accounts and subsidiary accounts as assigned for accuracy. Report irregularities or system issues to the accounting manager immediately upon discovery.
  • Prepare journal voucher entries for corrections and system issues and report discoveries to the Supervisor.
  • Assist with developing policies, procedures, and guidelines to meet objectives and reporting deadlines.
