The Office of Mental Health and Substance Abuse Services is seeking a highly motivated Fiscal Management Specialist 2 to join the Medicaid and Financial Review section for the HealthChoices Behavioral Health Program. HealthChoices is Pennsylvania’s managed care program for Medical Assistance recipients. DESCRIPTION OF WORK
As a Fiscal Management Specialist 2, you will be assigned responsibility for monitoring the financial management and performance, and capitation rate setting of HealthChoices contractors and managed care organizations within a specific geographic area. In this role, you will review and analyze financial reports submitted by HealthChoices contractors, prepare correspondence addressing issues identified from the review of HealthChoices reports, and prepare materials for use in meeting with contractors to discuss financial performance. You will also develop HealthChoices Behavioral Health capitation rate ranges and contract rates on an annual basis as part of a team approach that includes the following entities: actuarial contractor, the Office of Mental Health and Substance Abuse Services, and other program offices.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS:
- One year as a Fiscal Management Specialist 1; or
- One year of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
- An equivalent combination of experience and training.
OTHER REQUIREMENTS:
