The Fiscal & Operational Support Division of the Planning, Environmental & Development Services Department (PEDS) is seeking a qualified individual to fill the position of a Fiscal Officer. This position is responsible for the financial operations of a department or division. Duties include formulating budgets, establishing and maintaining billing systems, approving disbursements of funds, financial analysis, preparing fiscal reports, and assisting with processing of procurement documents and payment of invoices.
Although the primary responsibilities of this position include all fiscal aspects of the CDBG – Disaster Recovery grant, we also have Fiscal Officers responsible for other federal grants, revenue collection for development services and fiscal operations for the other divisions in our department. The selected candidate will be evaluated based on their qualifications and relevant experience and will be placed in the area needed at the time the position is filled.
The Fiscal & Operational Support Division offers frequent training opportunities to enhance technical knowledge and encourage professional growth. Cross training is provided when possible and every effort is made to prepare staff for promotional opportunities.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited institution in Business or Public Administration, Accounting, Finance, or related field and two years of experience in the accounting field, to include budget preparation, maintenance of accounting systems, and supervision. An equivalent combination of education or experience may be substituted on a year for year basis.
Experience in Microsoft Office such as Excel, Word, Access, and other accounting software.

EDUCATIONAL REQUIREMENTS

If your education was obtained in the United States, the County recognizes degrees or diplomas which are accredited by an agency recognized by the United States Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA). If you have obtained education from a country other than the United States, your degree or diploma must be evaluated to determine the United States equivalency by a member of the National Association of Credential Evaluation Service (NACES) or the Association of International Credentials Evaluations (AICE) at your expense.

Responsibilities:

  • Develops accounting systems and procedures necessary to carry out the fiscal activities of a department or division.
  • Supervises the maintenance of general and subsidiary account ledgers, payroll records, accounts payable and purchasing.
  • Supervises and participates in the preparation of fiscal statements and financial reports.
  • Reviews, approves, and processes the disbursement of funds and monthly P-Card statements.
  • Directs all activities associated with customer service, billing and collections.
  • Receives, tracks, and processes invoices, change orders, purchase orders, and delivery orders in a timely manner.
  • Maintains reports to track invoices, purchase orders, change orders and procurement contracts.
  • Assist with federal drawdowns and reconciling the federal grant system to Advantage.
  • Interprets financial data and prepares recommendations for administrative and operating management personnel.
  • Coordinates the budget preparation processes for the department or division.
  • Performs other related duties as assigned.
