QUALIFICATIONS

  • Valid Alberta Red Seal Heavy Equipment Technician certification is required.
  • Minimum 2 years in a leadership role preferably in a unionized setting.
  • Minimum 5 years experience in the maintenance and repair of a light, medium and heavy-duty commercial fleet.
  • Commercial Vehicle Inspection Certification – heavy trucks with air brake, light truck and trailer, and commercial bus.
  • Valid Alberta Class 3Q Motor Vehicle Operator’s License and acceptable driving record is mandatory.
  • Strong knowledge of the operating and mechanical repair principles, practices and procedures for gasoline and diesel fuel powered, light through heavy duty equipment.
  • Strong working knowledge of vehicle and equipment preventative maintenance programs.
  • Knowledge of computer applications including fleet management programs.
  • Must be able to understand repair diagnosis and decide what corrective measures are required.
  • Must be able to give technical direction to staff.
  • Capable to evaluating work completed prior to release of equipment to active service.
  • Must be capable to evaluate the competency, performance and skill level of staff to ensure optimum productivity of the staff using standard appraisal procedures.
  • Must be well organized and capable of maintaining and steady and productive work output.

ASSET QUALIFICATIONS

  • Alberta Journeyman Welding Certificate
  • Valid Red Seal Automotive Service Technician certification.
  • A combination of skills and experience in a municipal environment.
  • Management training.

PHYSICAL REQUIREMENTS:

  • Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.
  • Climbing ladders, balancing, crawling, crouching, depth perception/night, lifting, pushing, reaching (both arms), use of feet (for control), pulling, outside work.
  • Lifting to 45kg (100lbs) (with assistance).

5. Oversees that all work carried out by employees or contractors is done safely in accordance with the City’s Safety Management System and any related OHS requirements.

  • Includes development and review of Hazard Assessments, SWP’s & SOP’s.
  • Routinely inspect all shop equipment and work area to maintain a safe environment for all employees.
  • Establish preventative maintenance checks and diagnostic work on vehicles & equipment.
  • Ensure that defective tools are removed from service and replaced as required.
  • Monitor and check quality of work and initial or sign repair order after QA check.
  • Review work order information prior to closing, ensuring that technicians enter a proper work order story, including time spent on jobs and parts/ invoice information

Responsibilities:

  1. Ensure work assigned is properly completed while endeavoring to meet finish dates and to keep costs from exceeding job estimate unless there are unforeseen problems.
  • Assigns work orders/tasks to trades staff according to their competency and skills to perform the work needed.
  • Monitors progress of assigned work and provides direction when problems are encountered.
  • Ensure material requirement are conveyed in a timely manner so that required items are on hand, preventing delays due to “waiting for parts/materials”.
  • Obtains direction from the Fleet Supervisor when job completion date cannot be met or repair costs are more involved than estimated.
  • Reviews each completed job with assigned staff to ensure work is satisfactory prior to completing the work order/task.
  1. Ensure trades staff work in accordance with Safety Program and job procedures.
  • Instructs staff to work according to safe shop practices and job procedures.
  • Issues and monitors Personal Protective Equipment when required to be used by staff.
  • Oversees special shop tools signed out to staff for extended periods of time.
  • Advises Parts Technician of which shop supplies are needed.
  • Authorizes the purchase of parts and materials up to the recognized authority limit.
  • Conducts regular Toolbox meetings.
  • Carries out authorized improvements as identified during monthly shop safety inspections.
  1. Ensure that shop operation follows procedures for time entry into the City’s software systems (Cartegraph and Avanti), while adhering to terms of the Union Agreement.
  • Reviews staff time entries into Cartegraph and Avanti.
  • Obtains employee vacation requests as early as possible, then reviews each to ensure sufficient staff are available to operate the shop and provide appropriate service levels to internal customers.
  • Discussed staff concerns with management at regular Supervisor meetings.
  1. Assists in leading the Fleet Management team & Protective Services employees in the repair of vehicles and equipment.
  • Responsible for the routine day to day operation of the shop (including remote locations), acting on the instruction of the Supervisor of Fleet Management.
  • Provides technical support and diagnostics to Fleet Management & Protective Service employees.
  • Perform repairs and maintenance on City vehicles and equipment.
  • Aids in the development of, oversees, plans and schedules work related to the preventative maintenance program.
  • Ensures that vehicle and equipment are repaired in the most expeditious, effective and efficient manner, utilizing public and private sector resources as required.

  • Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
  1. Client Relations
  • Respond to internal inquiries in a courteous/ professional manner; provide information within area of assignment and resolve complaints in an efficient and timely manner.
  • Develop and maintain ongoing working relationship with vendors, contractors, and various City departments.
  • Call vendors for repair approvals, where approvals are necessary.
  • Ensures that the appropriate systems of communication are followed so information is shared in an appropriate, accurate, clear, concise, and timely manner.
  1. Promote a Positive Safety Culture
  • Contribute to a positive safety culture by acting in a safe manner at all times and complying with City safety policies for staff and contractors.
  • Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section.
  • Work in accordance with Alberta Occupational Health & Safety Regulations and City of Spruce Grove Safe Work Practices and Standard Operating Procedures.
  • Act as a steward of the City’s Corporate Culture through empowerment and support to staff.
