Description:
SUMMARY
Responsible for the managing the City fo Denton forensic and evidence operations.
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor’s Degree from an accredited college or university in Forensic Science, Chemistry, Biology, or related field; and,
- Three (3) years’ experience in forensic management, forensic operations, or related field; and,
- One (1) year experience in a management or supervisory capacity,
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

- Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations.

- Knowledge of laws of evidence, search and seizure, and court proceedings related to the presentation of evidence and testimony.
- Knowledge of the principles, processes, and methodologies of developing and maintaining technical and scientific quality assurance and control systems.
- Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions that maintain compliance.
- Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
- Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work.

- Ability to plan, organize, and audit the forensic and evidence operations of a law enforcement agency.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS
- Safety Sensitive (Subject to random drug testing): Yes.
- Tools/Equipment Used: Standard office equipment, including computer and peripherals; scientific and technical lab equipment, and motor vehicles; wear appropriate personal protective equipment (PPE).
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
- Environment: Works in an office setting office, laboratory setting and outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, chemicals, odors, heights, potentially hazardous conditions, steep slopes, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.
- Travel: Travels to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed.
- Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
Responsibilities:
ESSENTIAL FUNCTIONS

DUTIES
- Oversee management and administration of forensic and evidence operations and assist department on forensic, digital, and evidence matters, as needed.
- Interpret and ensure compliance with all City policies and procedures, all applicable Federal, State, and Local laws, rules, regulations, and guidelines.
- Assist with developing department-wide goals, objectives, policies, and procedures; ensure staff understand and follow policies and procedures and work aligns with department-identified outcomes.
- Oversee applicable processes, projects, and programs for division; evaluate policies, procedures, work activities, and data-collection methods to provide recommendations and/or implement changes, as appropriate.
- Establish team performance measures, priorities, and work sequences; conduct routine audits to ensure proper protocols and work practices are followed.
- Oversee timekeeping procedures and the procurement of services and supplies for the Department; ensure equipment functions appropriately and is maintained routinely.
- Adjust duty hours and responds to callouts, as required.
- Collaborate with internal and external stakeholders and provide advice, expertise, and technical assistance on forensic and evidence issues.
- Represent the City of Denton, attend and participate in training opportunities, industry meetings, and boards; prepare and conduct presentations to the internal and external stakeholders.
- Maintain partnerships with external stakeholders including, but not limited to, universities, Federal and State agencies, and industry professionals to maximize resources for forensic and evidence concerns.
- Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.
SUPERVISORY/BUDGET RESPONSIBILITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
