POSITION DESCRIPTION
Seattle Public Utilities (SPU) has an opportunity for a Functional Analyst. This position plays a key role in supporting end users, integration partners and operational support of the Customer Information Systems; Customer Care & Billing (CCB) and Meter Solution Cloud Services (MSCS). The Functional Analyst will use their skillsets to analyze issues, develop solutions and partner with business stakeholders to maintain and enhance existing system functionality with a focus on billing, metering, field work, collections and customer service.

QUALIFICATIONS
Experience: Three (3) years of experience in systems, operations, procedures, research, or analysis.
Education: Bachelor’s degree in business or public administration, finance, computer science or a related field OR two (2) additional years of related experience.
A combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class, will be considered.
DESIRED QUALIFICATIONS
To be successful in this role, candidates should possess some of the following technical knowledge/experience of utility design, and leadership skills/abilities:
- Experience with Oracle Customer Care and Billing (CCB), Meter Solution Cloud Services (MSCS).
- Experience working with vendors and cloud-based systems.
- Relational databases such as Oracle and/or MySQL.
- Excellent analytical and problem-solving skills.
- Experience with utility business processes.
- Knowledge of one or more functional areas.
- Ability to work in a fast pace environment with competing deadlines
- Strong oral and written communication skills.
- Ability to work effectively with all levels of the organization.
Responsibilities:
JOB RESPONSIBILITIES
- Provide technical and subject matter expert support and guidance on defect resolution and enhancement design.
- Gather and analyze business requirements as part of the solution and design process.
- Analyze system impacts stemming from policy and procedure changes.
- Write, review and maintain functional and technical documents.
- Configure new enhancements and modifications in supported systems.
- Manage and prioritize system defects and enhancement requests.
- Develop test plans, write test cases and coordinate User Acceptance Testing (UAT).
- Serve as the subject matter expert on assigned projects.
- Collaborate with Seattle City Light (SCL) and Seattle IT on joint utility projects and technical solutions.
- Partner with internal and external integration customers to resolve system errors, identify areas of improvement and streamline processes.
- Develop procedures and train end users on new system functionality.
- Performs other duties of a comparable type as required.??
