GENDER PROGRAM ANALYST, GENDEV ISC, WASHINGTON DC, HYBRID

POSITION DESCRIPTION:
The Gender Program Analyst aids one or more work streams such as in the areas of research, analysis, reporting, programming, policy, planning, and/or internal program operations. The role will be focused on providing operational support to GenDev Hub and IPI on its various systems, taskings, and deliverables, and provide holistic support to the five teams operating under the Hub. The incumbent will work with implementing partners as part of a team to build internal and external relationships and support progress toward completion of programmatic goals.
The day-to-day management direction and oversight for this position will be provided by a designated member of GenDev staff, the Team Lead of the Policy, Program, and Management Team.
As a contractor, this position will not perform “inherently governmental functions,” including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.
Only US citizens who have an active or previous security clearance are eligible for this position. Applicants with an active security clearance will be given preference.
This position is hybrid with a combination of onsite attendance (Washington, DC) and telework eligible opportunities.
QUALIFICATIONS:
- Bachelor’s degree in an appropriate area of specialization plus 2 years of relevant professional experience, or Master’s degree or higher in a relevant area of study;
- Experience with gender equality and women’s empowerment initiatives and programs in the international development context;
- Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners;
- Familiarity with gender work, and understanding of the language and processes used within the portfolio;
- An understanding of financial and budgeting skills;
- Strong work ethic with a solid customer service focus;
- Strong verbal and written communication skills;
- Strong attention to detail;
- Ability to work well independently and as part of a team, especially in a large operational space;
- Ability to multitask in a fast-paced, deadline-driven, and high visibility environment;
- Ability to manage and juggle multiple processes and projects;
- Ability to prepare and deliver quality documents and presentations;
- Familiarity with Microsoft and Google Suite of products;
- Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements; and
- Must be a U.S Citizen and able obtain and maintain a security clearance. Applicants with an active security clearance will be given preference.
- Knowledge of USAID Gender development/GenDev Hub and experience in gender work is preferred.
- U.S. Government/USAID experience or knowledge of how USAID works is highly preferred;
- Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners is preferred; and
- Experience working in an international development context is strongly preferred.

Responsibilities:
- Aid in operational support to GenDev Hub on the various systems and taskings;
- Provide support to the five teams across the Hub in various administrative, analysis and communication needs;
- Organize the deliverables, materials, and communications coming into the Hub;
- Aiding the teams under the Hub in examination and review of their information and systems;
- Provide direct support in the review of discrete documents, deliverables, and processes within the Hub;
- Backfill any gaps within the Hub in finance and budgeting tasks;
- Provide support in design, implementation, and monitoring and evaluation of gender activities;
- Conduct research and analyses to support development of policies, strategic approaches, and to inform program activities;
- Support development of recurring and ad hoc reporting requirements;
- Support coordination with donors, experts, civil society and community organizations, host governments, and other implementing partners in gender development goals; and
- Supporting the planning, implementation, and monitoring, evaluation and learning of gender equality and gender integrated programming.
