Description:

We have an exciting opportunity for a prominent leadership role within the Trust as General Manager – Cancer, Oncology and Haematology. This is a fantastic opportunity to make a real difference to patient care at LGT, in a high-profile role which works closely with senior leaders across the Trust.
We are looking for a dynamic, inclusive and people-focused leader who is skilled at building relationships with a range of operational and clinical leaders, internally and externally.
You will also represent the Trust externally at a range of forums, working closely with the SE London Cancer Alliance. The successful candidate will be responsible for embedding a structured framework for the management of performance and quality standards across the organisation.
The successful candidate will provide strategic and operational leadership to the directorate of Cancer, Oncology and Haematology, in a unique role which blends the delivery of Trust Cancer Performance with operational leadership of Oncology and Haematology.
In partnership with the Clinical Lead for Cancer, Clinical Director for Haematology, Clinical Lead for Oncology and Head of Nursing, you will be responsible for the delivery of a range of standards. You will also be responsible for business planning, budgetary control and operational management across all services within the Directorate.
The Trust provides specialised cancer diagnosis, treatment and care to patients at both University Hospital Lewisham and Queen Elizabeth Hospital across a wide range of tumour groups, in collaboration with South East London and third sector partners. Our teams work closely with the specialist cancer centres at Guy’s and St Thomas’s Hospitals and King’s College Hospital for patients requiring input from tertiary services. Our Haematology service operates across our sites delivering comprehensive Haemato-Oncology, General Haematology & Laboratory Haematology services.
You will be integral to the delivery of several exciting service transformations in progress, including the implementation of a Sickle Cell Emergency Department Bypass Unit, to improve the outcomes and experiences of our patients with sickle cell, and the expansion of our Chemotherapy Day case unit.
The post-holder will need to be a driven individual with excellent organisation, communication and people skills, and a proven track record in operational delivery and performance management. To support the Divisional Director of operations, Service Leads and divisional managerial staff in the planning, development, provision and review of, patient focussed and cost-effective integrated pathways and services.
To put the interest of patients / service users at the heart of all managerial decisions.
To provide professional operational leadership for the Division, where relevant
managing non-medical staff and agreed service portfolios.
To ensure that the Division achieves its local and national performance targets thorough robust processes developed with the Divisional Service Managers.
To contribute to the achievement by the Trust of its corporate targets.
To deputise for, and act up on behalf of, the Divisional director of operations.
To participate in the Trust Manager on call rota.
Responsible for ensuring that the Service Management team identify and focus on the Service’s most critical delivery areas.
To support & lead on the development and implementation QIPP based service improvements throughout the Division’s portfolio, which supports achievement of the Trust’s Corporate Objectives.
To work closely with the performance teams and communications teams in promoting Trust services.
Respond to urgent or serious patient complaints ensuring immediate risk management, and where possible defusing complaints by satisfying the complainant with the actions taken.
To keep the Divisional Director of Operations appraised through regular reporting and analysis of specialty-specific developments and trends.
Contribute to the development of the annual Service Business Plan in conjunction with Divisional Director of operations, Service Leads and divisional managerial staff.
Lead on specific elements of the plan as defined by the Divisional Director of Operations.
Provide the Divisional Director of Operations with relevant information for the contract negotiation process, so that Trust income can be maximised and clear objectives can be set.
As directed by the Divisional Director of Operations is responsible for securing the necessary resources and facilities to deliver the Business Plan to support high quality, cost effective service delivery.
To provide assurance that the agreed financial activity and other performance targets in the annual Business Plan will be delivered. Escalate immediately any concerns pertaining to non delivery to the Divisional Director of Operations.
On behalf of the Divisional Director of Operations be responsible for the performance monitoring of activity on a daily basis, to support the achievement of the Trust’s targets, and monitor subsequent actions required.
Lead on and develop action plans where required for the turnaround of any specific performance issues
Ensure that standards of service set are reviewed to support the delivery of services in line with NSFs national and local guidance and benchmarks, local contractual requirements, activity and financial targets. Set up effective arrangements for monitoring performance regularly with your Service Managers, identifying areas for improvement and action.
Ensure that the Division provides high quality pathways and services, responsive to the needs of patients, carers, service users, and General Practitioners.
Ensure effective arrangements are in place across the Division for Clinical Governance
including clinical incident reporting and clinical risk management.
Lead on specific pieces of work as deemed appropriate by the Divisional Director of Operations, providing a robust plan for delivery with agreed metrics.
As a Trust Senior Manager carry out management investigations into clinical incidents and staff management issues as requested, and to act as presenting manager or chair meetings held under the Trust workforce policies.
Responsibility for business continuity in division.
Workforce
Lead the Service Management team, gaining others’ confidence and inspiring engagement with the agenda.
Provide leadership to and manage all relevant non medical staff in the Division, through an effective service management team.
In conjunction with the Divisional Director of Operations develop the Service Management team by creating appropriate development opportunities
Be responsible, where relevant, for the recruitment, management and development of all non-medical staff in the Division and to enable them to deliver a high quality service and to fulfil their individual potential.
Support the Division in taking a proactive approach towards tackling HR issues including recruitment and retention, labour utilisation and skill mix.
Lead on, develop and maintain an appraisal system for non-medical staff within area of management responsibility in the Division in accordance with the Trust Performance
Management Guidance and IPD Policy.
Ensure that appropriate action is taken to deal with issues of staff discipline, grievance, poor performance and sickness, up to and including dismissal.
As a Trust Manager carry out investigations of staff management issues in other areas of the Trust as requested, and present at meeting held under the trust workforce policies. Chair meetings held under the Trust workforce policies as required.
Financial
To be responsible for an agreed budget, the financial stewardship of the Service’s business affairs and for ensuring that financial targets agreed with the Executive are met.
To ensure that the Division is achieving its contracted activity and access targets.
Escalate any concerns immediately to the Divisional Director of Operations.
Support the General Manager in the development of cost improvement schemes which are deliverable, measureable and will not compromise patient safety, quality, clinical effectiveness or the ability of the service to deliver agreed standards of care/achieve
operational performance standards
In conjunction with Finance, Information and Contracting Departments, provide the clinical teams with comprehensive analytical support when required.
Advise the Divisional Management team on trends and variance
