Description:

General Accountability:
The General Manager (GM) is responsible for the management and oversight of operations and maintenance for the Iqaluit tank farm and pipeline distribution system contract, which includes the truck delivery of home heating fuel and jet fuel to aircraft at the local airport. The GM ensures quality control, health, safety, and environmental management, as well as achieving the operational and financial objectives of the operations.
The General Manager plans, organizes, schedules, and coordinates the safe and efficient work of employees, contractors, and their teams across the Uqsuq fuel management and delivery operation. This is achieved by applying strong skills in environmental health and safety, human resources, schedule planning, service delivery, assignment allocation, problem-solving, and fiscal control.
Structure:
The Uqsuq General Manager reports to the Vice President of Uqsuq. The position oversees three direct reports: the Manager of Operations and Maintenance, the Accounts Receivable Clerk, and the Accounts Payable Clerk, in addition to managing a multi-craft crew for the safe, efficient, and cost-effective delivery of fuel handling and management services. The GM also represents the company on day-to-day operational matters with clients, customers, employees, government agencies, regulators, and the broader community.

Specific Accountabilities:

  • Oversees and monitors activities relating to the Iqaluit Tank Farm, distribution system and service delivery at Iqaluit Nunavut.
  • Oversees all operational activities, directs fuel receipts and delivery operations.
  • Responsible for ensuring safe working policies and procedures for equipment and personnel are followed and necessary permits/licences/approvals are in place, current and followed.
  • Enforces safety rules and regulations and is responsible for work progressing according to project plans and specifications.
  • Ensures regular inspection of facilities/equipment and documents such inspection including corrective action and completion dates.
  • Participates & contributes to task specific safety, planning and organizational meetings to discuss schedule, staffing and equipment issues.
  • Reports all safety/Environmental incidents to the Vice President or other persons as designated and completes investigation of incidents which occur on his/her watch.
  • Determines requirements and implements facility operational plans and changes during emergencies
  • Manages personnel actions such as recruitment, employee development and discipline.
  • Establishes annual inventory, re-supply requirements, construction, repair and maintenance activities.
  • Prepares reports related to Inventory control, AR/AP, payroll, maintenance and repair activities for equipment, maintenance and repair functions.
  • Establishes methods to meet work schedules and co-ordinates work activities with other departments.
  • Resolves problems and implements measures to improve efficiency/productivity.
  • Represents the Company with client the Government of Nunavut PPD and the public at large. (Note all releases/statements to the public/press must be approved by Senior Management prior to release.)
  • Resolves, where possible, client issues related to the work.
  • Maintains a current and up to date shift log of key safety, operational and disciplinary events during each shift. Safety information to be passed on to field staff at the start of their shift.
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of techniques, materials, legislation, and codes required to operate the Uqsuq fuel management system and facilities; knowledge of personnel supervision, administrative business policies, and procedures; knowledge of safe work practices related to fuel handling and management; familiarity with materials and equipment; understanding of budgeting and policy procedures; and knowledge of petroleum product distribution and sales regulations relevant to Uqsuq operations in Iqaluit, NU.

Educational & Experience Requirements:

  • Post secondary education with emphasis on business management and/or engineering.
  • Minimum 5 years progressively more responsible management positions
  • Strong understanding of fuel systems, regulations and applicable legislation.
  • Well-developed knowledge of inventory control related to POL products.
  • Must be able to maintain control and accountability during emergencies and be aware of hazardous situations.
  • Working knowledge of accounts receivable and accounts payable functions.
  • Working knowledge of report writing and high degree of computer skills.
  • Must be able to pass a required criminal records check.
  • Has achieved or willing to meet current industry specific training requirements.
  • Ability to obtain and maintain a Canadian Airport restricted area “Red” Pass and “D” operating permit.
  • Good Written and verbal communication Skills.
  • Team Player, able to meet the public and work with others under stressful conditions.
  • Ability to accept personal responsibility for resolving concerns.
  • Excellent time management skills and demonstrated ability to work with purpose and urgency.
