Description:

POSITION SUMMARY:

IEM is looking for a Full Time- Geospatial Information Systems (GIS) Analyst to join our IEM GEO division to service our multiple projects across Puerto Rico.

TRAVEL REQUIREMENTS:

  • This position will require occasional travel based on the client needs and the projects assigned.

CURRENT KNOWLEDGE, SKILLS, & ABILITIES:

  • Perform basic and advanced processing tasks using various GIS software products and extensions (commercial and in-house); these may include Dashboards, Web Applications, ArcGIS Pro, Python Coding, Advanced Excel Operations.
  • Ability to develop, review and document data production and QA/QC processes.
  • Support for development of GIS database designs.
  • Coordination of GIS related projects workflow such as Extraction, Transform and Load (ETL) with project/technical managers where the data will be extracted from an input source, transformed (included cleaning) and loaded into an output data container.
  • Ability to manage multiple tasks simultaneously and use project manager software such as Smartsheet, Microsoft Project or other platforms with the same functionality.
  • Ability to communicate to all senior personnel and affiliates effectively and efficiently.
  • Able to work independently and proactively to take initiative to solve problems quickly.
  • Ability to work in a fast paced, dynamic environment.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Geography, Geo-science, geo-engineering or other related physical science or engineering science.
  • Five (5) to Ten (10) years of experience in consulting environment or state agency preferred.
  • Three (3) to Five (5) years of experience in geospatial data management and analysis tools.
  • Excellent presentation and communication skills (a short presentation may be required at interview).
  • Have a working knowledge of database, spreadsheet, graphics, and word processing computer software application.
  • Bilingual fluent in English & Spanish.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Geography, Geo-science, geo-engineering or other related physical science or engineering science.
  • Experience with ESRI products to be used within ArcGIS Online and/or ArcGIS Enterprise.
  • Experience with G/Technology system.

Responsibilities:

  • Supports multiple projects and tasks with geospatial analysis and data requirements related to Puerto Rico Critical Infrastructure (PRCI).
  • Supports the IEM leadership and Geospatial team leadership as needed with Geospatial and Data related tasks.
  • Develop and maintain spatial databases for IEM and PRCI clients using a variety of formats like Geodatabase (GDB), Shapefiles (SHP), KMZ and others as needed.
  • Compile and maintain GIS datasets obtained from a variety of data collection techniques including GPS, satellite imagery, aerial photos, vector data obtained from analyses and numerous sources.
  • Develop data entry forms and protocols for use by non-GIS staff.
  • Analyze geospatial data and describe analysis to non-GIS staff in written and oral presentations.
  • Create maps and cartographic products.
  • Prepare and QA/QC data to be connected to multiple geospatial analyses related to inventory of critical infrastructure assets.
  • Assist in planning, conducting, analyzing, and reporting geospatial aspects of disaster recovery events, exercises, simulations, experiments, and operational projects.
  • Perform terrain analysis, database management, and producing terrain visualization products.
  • Attend the client-provided trainings for G/Technology rules and standards for their connectivity model.
  • Update electrical connectivity model (G/Technology) red-line files provided by external field verification contractors.
  • Utilize knowledge of G/Technology system and utility industry to modify red-line files to ensure primary and secondary connectivity model integrity / accuracy.
  • Apply the client’s standard practices and connectivity model rules to red-line files to ensure they are ready for posting to the production environment.
  • Provide IEM Leadership and/or the Client’s Cartography Supervisor the corrected red-line files and collaborate on any items needing review.
  • Ensure red-line updates from field verification and mapping contractors meet IEM and the client’s minimum quality requirements.
  • May require communication with field contractor to verify comments in red-lines and confirm accuracy of received information.
