POSITION OVERVIEW

Providing a wide range of GIS drafting support within two primary areas; the preparation of accompanying Permit drawings, submitted for municipal approval for new developments requiring new gas mains or maintenance work on gas mains requiring municipal approval, and updating gas distribution GIS data including gas mains and headers, system damages and addressing.

REQUIREMENTS

  • Education: Completion of a recognized post-secondary technician certificate program in an appropriate architectural/civil/structural/GIS drafting program.
  • Experience: Twelve (12) months directly related relevant work experience.
  • Working knowledge of computer systems operations, environment and peripherals and various applications software in use in the department (Sharepoint, SAP & suite of MS Office products).
  • Working knowledge of specialized software in use in the department, such as Smallworld GIS. Knowledge of other data processing, and management engineering software (e.g. FME, Winzip, Autocad).
  • Strong analytical and decision-making skills, including the ability to interpret data from a variety of sources.
  • Strong communication skills both verbally and in writing. Courteous, professional manner in dealing with internal and external contacts and customers, including positive interpersonal skills and the ability to provide direction in a team environment.
  • Strong organizational skills, including the ability to multi-task, prioritize and work under pressure and time sensitivities.
  • General knowledge of natural gas/energy industry.

Responsibilities:

  • Operates Geographic Information System (GIS) and Computer Assisted Drafting (CAD) system.
  • Maintains data integrity and connectivity in the Smallworld GIS by:
  • inputting, processing, manipulating and presenting new and revising existing data in accordance with standards, procedures and system rules such as:
  • all legal and address updates;
  • Road Network System (RNS) centerline and street intersection objects;
  • all gas facilities (e.g. transmission, intermediate and distribution systems);
  • foreign utility data and
  • survey boundaries.
  • Importing data from multiple sources and entering this data using such methods as data transfer, digitizing and scanning.
  • interpreting and posting landbase and gas as built information from a variety of sources including legals, MCU, SHO, workorders, field sketches and verbal instructions;
  • liaising with other FortisBC departments (e.g. records, planning, surveyors, field crews) and outside agencies (e.g. municipalities, utility companies, installation contractors and other companies that provide services to FortisBC) for clarification of work performed; and,
  • running QC connectivity tools.
  • Updates Landbase and Utility Information by means of:
  • Conflation
  • FME clean up
  • Realigning existing gas facilities
  • Warping
  • Produces and revises a variety of drawings, using CAD and manual techniques, relating to gas transmission, intermediate and distribution system expansions, alterations and replacements, which include:
  • MCO and SHO drawings for construction from design layouts, engineering and architectural plans, sketches, rough notes and/or verbal instructions. Includes the location of all gas facilities, foreign utilities and above/below ground structures;
  • regulator vault isometric drawings, regulator station site plans, valving maps, study area schematics, and related details;
  • miscellaneous profile drawings of gas system layouts and material requirements for railway crossings, pipeline crossings, waterway crossings, easements and other related gas orders. Includes the location of all gas facilities, foreign utilities and above/below ground structures;
  • miscellaneous civil, mechanical, piping and architectural drawings; and,
  • miscellaneous maps and charts.
  • Recommends/Implements additions and/or revisions to procedures and standards to promote discussing, developing and implementing methods of resolving minor operational/procedural problems;
  • discussing methods of resolving major operational/procedural problems with manager, work leader, Operation Support, Install Coordinators, GIS Tech’s and/or computer support;
  • conducting specific tests and procedures;
  • evaluating and reporting on software system capabilities;
  • revises work procedures related to GIS and landbase related mapping and
  • provides technical advice to staff in other departments related to GIS drafting processes.
  • Initiates information transfers and file backups.
  • Designs and produces custom maps and reports as required.
  • Performs clerical duties such as:
  • issuing drawings to the field (station books/SHO books);
  • gathering, correlating and preparing information for processing various project drawings;
  • maintaining record keeping systems associated with gas construction and planning;
  • forwarding work orders for microfilming, scanning, printing and distribution to in-house emergency crews and some outside agencies; and
  • producing computer generated plans.
  • May be required to visit Land Title, Municipal and Civic Web Sites to obtain legal plans and related material.
  • Performs duties of a minor nature related to the above duties, which do not affect the job rating.
