REQUIREMENTS:

  • Bachelor’s Degree in Mechanical, Electrical or Chemical Engineering discipline or equivalent work experience

EDUCATION REQUIRED

  • Bachelor’s degree in Mechanical, Electrical or Chemical Engineering or related field and 8 years’ experience.

EXPERIENCE REQUIRED

  • 8+ years of MEP or Facility Engineering experience on large construction projects

EXPERIENCE DESIRED

  • 8+ years of MEP or OSM Engineering leadership experience on large EPC (Engineering, Procurement & Construction) projects
  • Excellent understanding of various building codes, Global FM’s, engineering manuals, and technical guidance document.
  • Experience using Autodesk BIM360

Responsibilities:

  • Project Overall Management - OSM
  • Establishing and updating the overall Project Execution Plan relating to OSM
  • Assessing the overall Project risks relating to OSM or driven by OSM. Identifying all the risks and establishing actions to mitigate these risks, and where appropriate, quantify them in terms of cost and time.
  • Establishing the order of priorities for the implementation strategy of the Project relating to OSM, such as phasing requirements, Project cost budget, contract packaging and all related works necessary to achieve a successful and timely completion of the Project.
  • Ensuring alignment of all OSM activities (Design & Engineering, Procurement, QA/QC, Construction, T&C and etc) in accordance with Micron Global Standards and Specifications, and Micron and ID1 Project Execution Plan (PEP), Construction CPEP, OSM PEP, Procurement PEP, Quality PEP, Commissioning PEP, BIM Execution Plan, etc.
  • Design and construction of regional green field project with alignment to global standards and collaboration with central sustainability, cost, construction, and line planning team.
  • Engineering support for site projects, Alpha to Beta technology transfer and sustainability projects
  • Review and approve site capacity expansion and sustainability capex.
  • Review priority and make business driven decision on Facilities Reliability Improvement project capex.
  • Project Coordination Management - OSM
  • Establishing, developing, and implementing the overall Project coordination procedure relating to OSM engineering and project coordination procedure.
  • Incorporating the Project numbering system associated with engineering deliverables and Contractors’ Works
  • Establishing a meetings structure, laying down procedures, review and approval of Project coordination procedure.
  • Distributing, expediting, and closing the issues from Contractors to the Consultants and Micron team, such as submittals and request for information
  • Design & Engineering Management - OSM
  • Establishing, developing, and implementing the engineering management procedure and document control system
  • Review, verification of the engineering deliverables from Contractor responsible for Design & Engineering Works including Concept design, Basic design, Detail design and engineering, Engineering consistency and Compliance with local regulations.
  • Review, verify, and evaluate the Design & Engineering responsibilities and scope demarcation plan between Owner’s A/E Design Firm and OSM Fabricator/Subcontractor to ensure all Design & Engineering requirements are met between all parties.
  • Ensuring that all Inter-Discipline review and coordination is performed by all Disciplines.
  • Review, preparation, and development of Technical Documents accurately depicting the OSM Scope of Work.
  • Review, coordination, and verification of Contractor BIM models including for modeling accuracy, clash coordination and detection, interface coordination and verification, inclusion in overall Project Consolidated BIM model for clashes/checks/verification, as-built scanning verification, etc. Ensuring the BIM model complies with Micron BIM Standards, Requirements, and BIM Execution Plan (BEP)
  • Establishing, developing, and implementing the value engineering with Contractor responsible for Design & Engineering Works
  • Review and verification of the design changes from Contractor responsible for Engineering Works.
  • Technical support in settlement of claims and dispute
  • Schedule Management and Control - OSM
  • Establishing, developing, and updating the overall Project schedule relating to OSM, by the integration of the Contractors’ schedules and progress. Ensuring that all OSM scope and schedule is integrated into overall Project schedule to meet required system dependencies, project and construction milestones, etc.
  • Establishing the regular overall OSM Project progress report, baseline schedule of the Project OSM scope and each OSM package based on the Contractors’ baseline schedule.
  • Quality Management - OSM
  • Establishing, developing, and implementing the quality assurance / quality control (QA/QC) program such as guiding principle for the Contractors’ QA/QC inspection & test plan and procedure for both off-site and on-site scope of work.
  • Review, verification, and approval of the Contractors’ QA/QC inspection/ test plan and procedure, for both off-site and on-site scope of work
  • Performing routine OSM Supplier Factory Visits and conducting regular QA/QC quality audits to verify the Works by the Owner’s Contractors are in conformance with the quality assurance program and the quality control plan, as well as issuing a nonconformance report (NCR) to the Contractors
  • Conducting Final QA/QC inspections at critical project milestones and preparing the acceptance criteria punch list, including pre-shipping from OSM Supplier Factory, post-delivery to site from the OSM Supplier Factory, and pre handover completion.
  • Procurement Management Support - OSM
  • Provide recommendations of scope allocation and Interface management among the Contractors involved in this Project.
  • Review and process Procurement packages and correspondence including for Supplier Pre-Qualification, Request for Proposal (RFP) Bid, Commercial and Technical Bid Analysis, Bid Negotiation, and Bid Award packages with the Contractors.
  • Ensure that the appropriate requirements are included in all Procurement Bid packages
  • Supporting on Long Lead Equipment (LLE) and Long Lead Material (LLM) Procurement Packages
  • Supporting the Technical review, preparation, and development of RFP Bid Package Technical Documents to ensure accurate alignment with the OSM Scope of Work.
  • Construction Management - OSM
  • Review, verification, and approval of the construction deliverables from Contractors including OSM Construction Execution Plan, OSM Manufacturing Plan, OSM Logistics Plan, method of statement for construction, and Compliance with code, standard and local regulation.
  • Site logistics control and Interface management among Contractors
  • Liaising and leading the regular construction meeting among Contractors, to monitor and drive the Works, with respect to the Project Schedule
  • Auditing the Works by Contractors are being in conformance with the engineering document and issuing a Non-Conformance Report (NCR) to Contractors
  • Monitoring, reviewing, verification and approval of the Contractors’ construction progress quantities with respect to the approved schedule.
  • Review and verification of any of the field changes requested by Contractor.
  • Establishing suitable procedures for the notification and rectification of defects during the construction Works
  • Observing any of defects from the Contractors with punch list
  • Test and Commissioning, and Project Handover & Completion Management - OSM
  • Review, verification and approval of the Test and Commissioning deliverables from Contractors for both off-site and on-site scope of work including Contractors’ Testing and Commissioning plan and procedure and Compliance with code, standard and local regulations.
  • Arranging for handover to Micron after operational tests and full commissioning services have been satisfactorily completed.
  • Review, verification, and approval of Operations & Maintenance (O&M) plans
  • Review, verification and approval of Project Handover and Completion documents and deliverables from Contractors
  • Cost Management and Control - OSM
  • Management and control of the Contractors’ cost
  • Reviewing and implementing the cost management procedure including incorporating Cost Breakdown Structure (CBS) and related numbering system for Contractors, alignment with WBS, Project cost control procedure.
  • Updating the Contractors cost of Estimated at Completion (EAC)
  • Monitoring, expediting, review and verification of the Contractors’ Invoices incorporating against actual progress completion percentages, quantities, and attainment of milestones
  • Review and verification of the value engineering relating to the cost
  • Monitoring, review, verification and estimating of the Owner’s Contractors’ change order and claim relating to cost
  • Preparing written comments by the form of letter to Contractors’ change order and claim relating to cost
  • Contract Management Support
  • Monitoring, coordinating, and managing Contractors with interfacing management among the contract Scope of Work throughout all stages of their scope of services during the Project delivery process and initiating corrective action in the event of any deviations from the Micron’s requirements and agreed program
  • Lead the monitoring, reviewing, and verification of the implementation of Contractors’ obligation according to their contract
  • Monitoring, review and verification of the Contractors’ claims and changes, and taking the necessary measures to minimize the impact on the cost and time
  • Support negotiation with Contractors for their claim and changes by integration of strategy from the cost management and schedule management to maximize the Owner’s benefit
  • Supporting verification of the conditions of contract for completion, whichever full or partial
  • Supporting preparation of the balance of liquidated damages and delayed days by Contractors
  • Support monitoring the changes and claim of Contractors by tracking log
  • Supporting in the settlement of claims and disputes with the Owner’s Contractors
  • Environmental, Health, and Safety (EHS) Management - OSM
  • Reviewing and implementing the EHS assurance program for Contractors complying to local requirements and OSHA
  • Review and approval procedure for EHS Activities
