The United States Agency for International Development (USAID) awarded Tetra Tech the Sustainable Energy for Indonesia’s Advancing Resilience (SINAR) project, which launched in January 2021 and runs through January 2026. SINAR seeks to advance Indonesia’s development goals by expanding reliable and equitable energy services necessary for sustainable and inclusive economic growth. To achieve its objectives and contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan, SINAR focuses on 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation.
Tetra Tech was awarded the USAID Sustainable Energy for Indonesia’s Advancing Resilience (SINAR) project from January 2021 to January 2026. SINAR seeks to advance Indonesia’s development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, SINAR will focus on the following areas: 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation.

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree or equivalent in all subjects or related fields.
  • 5 years of relevant experience at the national or international level involving multi-stakeholder projects and partnership development with significant experience working with Donor Governments in renewable energy, power sector and sustainable development projects.
  • Experience in handling web-based management systems, usage of software and advance knowledge spreadsheet and database packages.
  • Strategic, integrity, results orientation, teamwork, good inter-personal skills, project management skill, well developed communication skill, sound judgement, analytical skill, flexibility, proactive engagement, risk management, gender and culturally sensitivity, ability to work under pressure and demonstrates high tolerance for change, complexity, and unpredictability.
  • Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation)

PREFERRED QUALIFICATIONS

  • Indonesian national
  • Familiarity with USAID and Indonesian government bilateral cooperation policy and implementation procedures.
  • Familiar with design, implementation, monitoring and evaluation of development programs.

Responsibilities:

Tetra Tech has an opportunity for a GOI Liaison and Reporting Manager who is responsible for liaising with USAID and GOI Technical team, facilitating communication and coordination with relevant counterparts. This position requires you to have experience at the national or international level involving multi-stakeholder projects and partnership development with significant experience working with Donor Governments in renewable energy, power sector and sustainable development projects. Position responsibilities:

  • Responsible for maintaining effective communications and coordination with the Government of Indonesia counterparts from line Ministries, Agencies, and provincial governments on the grant program implementation.
  • Facilitate USAID coordination with the GOI Executing Agency for the SINAR project and the Management Committee secretariate for the management of the grant implementation agreement, and with the GOI counterparts on the program work plan implementation (Term of Reference), monitoring, evaluation, documentation and update of the project implementation progress, results and deliverables.
  • Coordination with the project’ team and the government counterparts for a timely submission of the TOR, results delivery and acceptance by the GOI counterparts.
  • Coordinate with the GOI partners and USAID to prepare the GOI reporting and BAST documents package and process the handover certificates in accordance with the applicable regulations.
  • Maintain deliverables data and document administration for BAST report.
  • Represent concern of USAID and the project implementor to the GOI counterparts as well concern addressed by the GOI counterparts and liaise with Program Managers about queries raised by the government counterparts and lead on the timely response.
  • Organize a timely regular Management Committee meeting for project update, monitoring and evaluation purposes, including preparation of project team’s presentations, coordination with counterparts, documentation, and report dissemination.
  • Securing project update and progress meetings as required and managing any follow-up issues, initiating and maintaining effective coordination with counterparts at the national and regional level charged with the implementation of program.
  • Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines. That includes, but not limited to:
  • Monitoring & Evaluation plan
  • Quality Assurance Surveillance Plan
  • Work Plan
  • Weekly & Bi-weekly reports
  • Quarterly Progress report
  • Yearly report
  • Final report
  • Support the Grant Management Committee Secretariate and facilitate the USAID and GOI counterparts’ coordination on public outreach and knowledge dissemination to promote SINAR activity results and the best practice lessons.
  • Participating in meetings and other means of coordination by the program managers, prepare and report meeting minutes of relevant government reporting for further advice and action.
  • Occasional other tasks within the post holder’s profile as requested by project management.
  • Supervise the GOI Liaison & Reporting Officer/Coordinator.
