The United States Agency for International Development (USAID) awarded Tetra Tech the Sustainable Energy for Indonesia’s Advancing Resilience (SINAR) project, which launched in January 2021 and runs through January 2026. SINAR seeks to advance Indonesia’s development goals by expanding reliable and equitable energy services necessary for sustainable and inclusive economic growth. To achieve its objectives and contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan, SINAR focuses on 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in social sciences.
  • Minimum 3 years of relevant experience at the national or international level involving multi-stakeholder projects and partnership development, preferably professional experience with Donor Governments in renewable energy, power sector and sustainable development projects.
  • Strong interpersonal and communication skills, a keen negotiator, ability to work independently and to work under pressure.
  • Excellence research and writing skills.
  • Able to use Microsoft 365 and Google Workspace.
  • Familiar with project management.
  • Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation)

    Preferred Qualifications

  • Indonesian national

  • Experience in working with the National Planning Agency, the Ministry of Energy and Mineral Resources, other institutions of the Government of Indonesia, provincial government, PLN, renewable energy projects with developers, banks/financial institutions, research institutions, and industry organizations.
  • Familiarity with USAID and Indonesian government bilateral cooperation policy and implementation procedures.

Responsibilities:

POSITION SUMMARY & JOB PURPOSE:

Tetra Tech has an opportunity for a Government Relations Officer who will provide administrative support between SINAR and GOI counterparts to comply with SINAR grant mechanism procedure and liaise the communications for coordination of project implementation. This position requires you to have relevant experience at the national or international level involving multi-stakeholder projects and partnership development, preferably professional experience with Donor Governments in renewable energy, power sector and sustainable development projects. POSITION RESPONSIBILITIES:

  • Supporting Strategic Program team for ensuring the process of document administration between SINAR and GOI counterparts comply to SINAR grant mechanism procedure, i.e. Annual Terms of Reference (TOR) and Annual Hand-over Certificate (BAST).
  • Contribute the development of periodically USAID SINAR activity reports, under GOI Coordination and Reporting Manager supervision and close coordination with MEL team.
  • Contribute the development of weekly highlights article of USAID SINAR activities, under GOI Coordination and Reporting Manager supervision and close coordination with Communication Team.
  • Prepare correspondence of TOR and BAST packages with GOI counterparts, under GOI Coordination and Reporting Manager supervision and close coordination with Objective Teams.
  • Assist the communications with GOI Counterparts for coordination of project implementation update, to ensure the GOI counterparts at the national and subnational levels are well informed with the project progress and update, willing to contribute and take part on the project implementation, accept and acknowledge the project deliverables.
  • Assist the organizing of grant related coordination meetings for project update, monitoring and evaluation purposes, including preparation of project team’s presentations, coordination with counterparts, documentation, and report dissemination.
  • Perform any other appropriate tasks that support overall project implementation.
