QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced degree in Education, Policy Studies, Agriculture, Political Science, International Development, Development Economics, Nutrition, Economics, or a field relevant to international development assistance.
Experience:
At least 5 years relevant experience in Strategy Development, education-related programming, combined with experience in either agriculture and food security, nutrition, health or equivalent disciplines.
Languages:
Excellent command of spoken and written English.
Responsibilities:
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP’s leadership in school feeding, including its role as the secretariat of the School Meals Coalition, has revitalized global commitments to expanding the coverage of school feeding programmes worldwide. Despite the financial difficulties faced by governments, the number of children receiving school meals in 2022 approached pre-pandemic levels, although more efforts are needed to increase provision in low-income countries. WFP nourished the hope of future generations by helping governments to establish or expand national school feeding programmes, which reached 107 million children, while also directly providing healthy meals, snacks or cash-based transfers to more than 20 million schoolchildren, often using locally-produced nutritious food. WFP’s vision is to ensure that all vulnerable children have regular access to food in schools by 2030.
To support country offices, regional bureaus, and headquarter resource mobilization efforts for school feeding, the grant writer will be responsible for leading and crafting high quality and compelling proposals, specifically for countries submitting for competitive and complex USDA McGovern-Dole submissions. The assignment is remote, with periodic travel to countries.
The grant writer, unless contracted by a country office, regional bureau, or other WFP Headquarter division for a separate deliverable, will report to the Senior Partnerships Officer (McGovern-Dole Team Lead) in School-based Programmes, and to the country director in consultation with the McGovern-Dole lead when leading a country-specific proposal effort similar to McGovern-Dole. The incumbent will work closely with country office, regional bureau, and headquarter staff during the assignment.
ACCOUNTABILITIES/RESPONSIBILITIES:
Manage the development of a USDA McGovern-Dole proposal for funding of a multi-disciplinary school feeding programme (together with a country office proposal coordinator). Participate in and contribute to School-based Programmes programme design workshop. Undergo desk review of relevant documents and programmes to establish country context, national objectives and priorities linked to human capital development, and with country office management vision and strategic leadership, write a strategic analysis. It should distil relevant information from national policy and strategy documents, sectoral plans, and academic publications on school health and nutrition programmes to craft narrative. Coordinate information received from country office and integrate into a proposal that meets USDA notice of funding opportunity requirements and content for all other proposal sections. Provide clear argumenation that outlines how the USDA McGovern-Dole project will support the Government move closer to its goal and be beneficial, and why WFP is best fit to implement it. Establish a final set of proposal documents to be approved by country office management and subsequently shared with School Meals and Social Protection Service. Participate in and contribute to annual workshop and quarterly team meetings on corporate portfolio strategy and current developments, and support guidance revision, as needed. Apart from USDA McGovern-Dole, the grant writer may use allotted days (to be covered by requesting office) to: provide strategic and programme formulation support; write proposals or support resource mobilization efforts; provide drafting support on policies, strategies, white papers; support review and adaptation of school feeding guidance; or work as needed, in support to country offices, regional bureaus, and headquarter divisions.
