Position Summary
Grants compliance is an essential element of the grant-seeking and grant-awarding process. It refers to the set of rules, regulations, and policies that govern how grants should be managed, from their initial application through to final reporting. Because grant requirements can vary greatly, all grants that are awarded require compliance reviews especially when awarded by and through the federal government. The grants compliance analyst will provide analysis, post award services, and oversight to ensure compliance with the Office of Management and Budget (OMB) Uniform Guidance and non-profit/foundation grant specific requirements, monitor subawards, and serve as a resource to the grants team for fiscal and programmatic compliance matters.

As the Grants Compliance Analyst, you will be required to:

  • Understand federal, state, and non-profit/foundation grants processes and contracts.
  • Prepare and/or review information and reports for internal and external stakeholders.
  • Develop and modify policies/procedures/systems in accordance with government regulations and organizational needs and objectives.
  • Assist in preparations for external monitoring visits, reviews, and audits, and cross-site evaluations and participate as appropriate.
  • Establish and maintain electronic and hard copy files for each grant-funded project to be used for tracking and reporting purposes.
  • Conduct routine compliance reviews and risk assessments of grant programs. Establish metrics and key performance indicators to evaluate the effectiveness and communicate compliance performance to key stakeholders.
  • Ensure auditors are supplied with relevant documents for single, state, federal, annual, and or nonprofit/foundation audit. Oversee purchasing policy and ensure that purchases conform to applicable Federal law and standards of the OMB Uniform Guidance.
  • Interface with stakeholders/user departments to provide sound advice and recommendations regarding procurement actions.
  • Conduct research, evaluate and present options for selection of contractors/subrecipients. Ensure subrecipient monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices.
  • Monitor subrecipient compliance with federal regulations and the requirements of their subrecipient agreements through site visits, audits, and other mechanisms applicable to subrecipient monitoring. Recommend actions necessary to resolve issues/concerns.
  • Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.
  • Review efficacy of desk audits or reviews, developing procedure to assess subrecipients potential risks of non-compliance.

Minimum Requirements

  • Bachelor’s degree required (Master’s degree preferred)
  • Applicable experience in nonprofit governance, administration, grants management, and grants compliance.Three to five years progressive experience in federal grants management and subrecipient monitoring.

SPECIAL REQUIREMENTS

  • Understanding of the OMB Uniform Guidance - 2 CFR Part 200, Uniform Administrative Requirements.
  • Working knowledge of nonprofit business operations and federal/state grant and contract funding mechanisms.
  • Broad base of relevant technical knowledge and skills related to accounting and financial management and procurement systems, fund accounting experience desirable.
  • Good research, data management, and statistical analysis skills.
  • Detail oriented with excellent verbal, written and interpersonal skills.
  • Microsoft Office Applications, proficiency in Excel and Word, and grants management software.

Other Information

  • 40 hours a week
  • Monday - Friday (8 am - 5 pm)
  • Hybrid - Required to work a minimum of 2 days a week on-site or more based on mandatory meetings and/or trainings
