SUMMARY:

Under limited supervision, implements grant management operational procedures, along with supervising department staff. Provides technical support to Program staff managing programs funded by grants. Acts as liaison between ANTHC and external funders to ensures compliance and timely reporting for grants awarded to ANTHC.

KNOWLEDGE, SKILLS, ABILITIES:

  • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s).
  • Knowledge of business English usage, spelling, grammar and punctuation.
  • Knowledge of standard regulations and principles of grant programs.
  • Knowledge of 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Knowledge of standard budgeting and budget analysis.
  • Skill in working independently.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in working within deadlines to complete projects and assignments.

A Master’s degree in Business, public Administration, technical communications or Accounting. Progressively responsible professional/exempt work experience may be substituted on a year-for-year basis for college education.

Non-supervisory – Five (5) years of grants management or grants compliance experience in public or private fields. Experience with federal/state/foundation grant administration requirements and processes and experience in submission of grant reports to Federal and State funding agencies. An equivalent combination of relevant education and/or training may be substituted for experience.

Responsibilities:

Responsible for developing and maintaining an effective grant management tracking system, implementing grant management procedures, and fostering a supportive partnership with Program staff managing programs funded by grants. Ensures all reporting and requirements related to Grants are submitted in a timely manner.
Supports the delivery of highest quality grant management services to organizations and leaders in the Alaska Tribal Health System (external customers) and to program managers and division leadership (internal customers).
Oversees the development of training materials for Program managers, in partnership with Finance Compliance, and performs outreach to grant funded programs to develop a better understanding of compliance through training session(s).
Builds and implements standard procedures for operating in the Grants Management Department. Develops process improvements, and documents in writing. Works with other divisions and/or departments to ensure that grant requirements are clearly defined and understood by process owners. Conducts Post Award Kick Off coordination meetings with all key stakeholders involved in awarded grants.
Effectively networks, monitors and responds to division needs related to ANTHC grant management services, and serves as the department liaison with a diverse number of departments providing services such as award acceptance, technical assistance with grant terms and conditions, and ensuring reporting compliance. Facilitates effective communication, problem resolution and increased efficiencies on behalf of the department and represents department needs in these areas.
Serves on department leadership team, supporting and collaborating with department leaders to continually improve and adapt departmental structure and resources to meet program needs. Represents the department in work associated with corporate leadership initiatives, development planning and implementation, and in outcome measurement, review, performance and reporting.
Provides internal consulting related to program development and grants management. Facilitates and manages collaborative relationships with Alaska Tribal Health System partners and other organizations on project development and implementation.
Completes internal and external written and oral reports professionally and in a timely manner.
Supervises Grants Management staff, providing leadership, direction, and guidance. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.
Manages special projects as required.
Performs other duties as assigned.
