Description:

The USAID-funded Resilient Cities Limpopo Program, implemented by Tetra Tech ARD, is currently accepting expressions of interest for a Grants Manager. This position will be based in the main office in Pretoria, South Africa.
Position Description: The program aims to increase urban residents’ access to safe and reliable water, sanitation, and solid waste services in the Limpopo River Basin region of Southern Africa, including parts of Botswana, Mozambique, and South Africa. Tetra Tech will partner with local governments and other stakeholders to strengthen municipal governance, enhance public service delivery, and develop sustainable, climate-resilient solutions.
Working under the direction of the Deputy Chief of Party – Operations and under close supervision of the Chief of Party and technical leads, the Grants Manager is responsible for leading the implementation of the project’s grants under contract portfolio. The Grants Manager will supervise two Grant Assistants based in Botswana and Mozambique. They will manage the grants in accordance with USAID’s and Tetra Tech’s procedures and policies governing grants including the solicitation, selection, management, monitoring, and closeout of grants. The Grants Manager will provide trainings and capacity strengthening support to grant applicants and recipients, as well as the Program’s team members to ensure overall success and compliance of the Program’s grants.

MINIMUM QUALIFICATIONS REQUIRED:

  • Minimum bachelor’s degree in international development or affairs, business administration, accounting, finances or related field. Master’s degree preferred.
  • Minimum of 5 years’ experience in operations, administration, finances or project management on USAID-funded programs, preferably with programs that include Grants Under Contract following USAID regulations pertaining to this function.
  • In-depth knowledge and experience managing USAID Grants Under Contract, and rules and regulations.
  • Excellent project management skills and proven track record facilitating solutions to problems.
  • Detail oriented and well organized.
  • Excellent communication and teamwork skills with demonstrated experience working collaboratively in a multidisciplinary and multicultural environment.
  • Ability to work under pressure, meet tight deadlines, and coordinate across multiple countries.
  • High level proficiency of Microsoft-Office applications and databases; experience with Salesforce desirable.
  • Budgeting and financial experience desirable.
  • Must be comfortable working in a fast paced and sometimes intense work environment.
  • Possession of a valid driver’s license.
  • Ability to travel within South Africa and to Botswana and Mozambique to support grant activities.
  • Fluency in English (written and oral). Fluency in Portuguese would be beneficial.
  • Current authorization to work in South Africa is required at the time of application.

Responsibilities:

It is anticipated the Grants Manager will conduct the following tasks in addition to any other responsibilities assigned by the Deputy Chief of Party – Operations:

  • Ensure compliance with Tetra Tech and USAID grants under contract management policies and procedures by providing training to Country Teams in the full lifecycle management of grants.
  • In coordination with the Deputy Chief of Party – Operations, ensure compliance of the grant portfolio by providing trainings to Country teams and grantees, reviewing grant solicitations and final grant award packages before they are submitted to the Home Office (HO) team for review and approval, and carrying out internal compliance reviews of grant portfolios.
  • Coordinate with the Country teams for annual planning to ensure the grant program technical objectives are clearly defined and estimated timelines for solicitations are appropriate.
  • Provide training or supervise those who provide training to grantees to ensure clarity by grantees on their understanding of Grant Agreement terms and conditions, including reporting requirements of their grants.
  • Monitor and manage grant assistance team and grant finances in coordination with the Deputy Chief of Party – Operations.
  • Ensure all grant related documents (i.e., solicitations, grant agreements, competitive review processes, grantee reports) meet USAID’s and Tetra Tech’s quality standards.
  • Work closely with Tetra Tech Home Office Contract, Grants and Procurement Manager on any updates/revisions to the USAID-approved grant manual; streamline grant manual procedures as necessary and train project staff on new systems.
  • Close out grants in accordance with the grant manual procedures and policies.
